There would be 5 parking spaces per 1,000 square feet of floor <br /> area for the major tenants (Cub Foods, Wal-Mart and Menard's), which <br /> exceeds the requirements of the Zoning Ordinance of 3 spaces per 1,000 <br /> square feet of floor area. Parking for the other buildings matches the <br /> Zoning requirements of 2.2 square feet of parking area per 1,000 square <br /> feet of building. <br /> Arrangement of Building, Parking and Open Space <br /> The arrangement of buildings and parking lots is generally orderly and <br /> efficient except for the area west of Menard's and Wal-Mart. There is not <br /> enough building and driveway setback along the south side of the site nor <br /> behind Wal-Mart. The open spaces along the west side of the site near <br /> • Menard's are not well used. The buildings do not relate well to the <br /> neighborhood to the west nor to the schools to the south. <br /> Eastern Side <br /> One of the major concerns from the outset of this review process has been <br /> the appearance of the finished product, both from Highway 169 and, <br /> especially, from Jackson Road and the neighborhood to the west. Along <br /> Highway 169, most of the buildings, except for Midas Muffler and Tires <br /> Plus, have only minimal setback from the parking lot to the right-of-way. <br /> Although the green edge of the highway right-of-way is quite wide there, <br /> this leaves little space for landscaping. <br /> Western Side <br /> The design of the western edge is inadequate. In some locations, there is <br /> excess, wasted land and in other locations the setbacks are inadequate. <br /> The setbacks for the Wal-Mart building and the bank parking lot are <br /> inadequate. The bank parking setback is 10 feet and should be increased <br /> to at least fifteen feet. <br /> • The landscaping and grading plan do not take advantage of the setbacks <br /> to create an adequate buffer. Therefore, we recommend that the <br /> landscaping and grading plan along the entire western edge of the site be <br /> totally revised. <br />
