<br />Page 12 <br /> <br />Elk River City Council Minutes <br />December 21. 1987 <br /> <br />- <br /> <br />The City Administrator indicated that Mr. Ted Knoke has submitted a <br />letter requesting the City of Elk River to annex 80 acres of his land to <br />the City of Elk River in order to subdivide into 2.5 acre parcels. <br /> <br />COUNCILMEMBER TRALLE MOVED TO ACKNOWLEDGE RECEIPT or Tim LIT'I'IR 'ROM 'fW) <br />KNOKE AND TO AUTHORIZE THE CITY STAFF TO LOOK AT THE RAMIFICATIONS OF SUCH <br />AN ANNEXATION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />All Tool <br /> <br />The City Administrator updated the City Council on All Tool and indicated <br />that All Tool has decided they will stay in Elk River and plan on buying 4 <br />lots in Phase 2 of the Elk River Industrial Park. He indicated the City <br />is planning on using TIF to buy down the cost of the land. <br /> <br />Economic Development Coordinator <br /> <br />e <br /> <br />The City Administrator informed the Council that copies of the EDC <br />applications are available for the Council at City Hall. He indicated <br />that the Council should review these applications prior to the January 4. <br />1988. City Council meeting. <br /> <br />Railroad Bed <br /> <br />The City Administrator informed the Council that Staff has been <br />negotiating with the Railroad to purchase the abandoned railroad bed as a <br />park trail. He stated that the City has offered $300 per acre but that <br />Burlington Northern will not even consider this as it is too low of a <br />price. The City Administrator stated that this trail is important to the <br />City in terms of the overall park and trail plan being projected by the <br />Growth Management Plan Task Force. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE CITY STAFF TO OFFER UP TO <br />$40,000 (APPROX. $600/ACRE) FOR THE RAILROAD TRAIL WITH THE MONEY TO COME <br />FROM CAPITAL PROJECTS FUND. COUNCILMEMBER TRALLE SECONDED THE MOTION. <br /> <br />Councilmember Schuldt indicated he felt this offer was too high for land <br />that was unmarketable. <br /> <br />THE MOTION CARRIED 3-1. COUNCILMEMBER SCHULDT VOTED NAY. <br /> <br />There being no further business. COUNCILMEMBER TRALLE MOVED TO ADJOURN THE <br />MEETING OF THE ELK RIVER CITY COUNCIL. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION.
