<br />Page 2 <br /> <br />e <br /> <br />Elk River City Council Minutes <br />November 30. 1987 <br /> <br />Counsel Beck indicated that a public hearing has been noticed for the <br />three items on the 11/30/87 Council meeting which include 1) the <br />amendment to the Development Program for Development District No.1; 2) <br />the modification of the tax increment financing plan for Tax Increment <br />~1nancing District No.3; and 4) the creation of Tax Increment Financing <br />District No.4. Mr. Beck explained that the concept of District #4 is to <br />begin the process to capture tax increment to extend and pay for water <br />and sewer to the west end of the City. He indicated that there will be <br />several TIF districts contributing to the cost of this improvement. and <br />further explained that TIF District #4 funds are captured by the RDF <br />Plant. <br /> <br />Mayor Gunkel opened the public hearing to the three items before the <br />Council relating to Tax Increment Financing. <br /> <br />There being no one for or against these items. Mayor Gunkel closed the <br />public hearing. <br /> <br />COUNCILMEMBER TRALLE MOVED TO ADOPT RESOLUTION 87-70. A RESOLUTION <br />AMENDING THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND <br />AMENDING THE BOUNDARIES OF DEVELOPMENT DISTRICT NO. 1. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 87-71. A RESOLUTION <br />APPROVING THE MODIFICATION OF THE TAX INCREMENT FINANCING PLAN FOR TAX <br />INCREMENT FINANCING DISTRICT NO.3, AND DIRECTING CITY STAFF TO IMPLEMENT <br />THE MODIFICATION OF TAX INCREMENT FINANCING DISTRICT NO.3. <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 87-72. Consideration of Sign Ordinance/Public Hearing <br /> <br />Mayor Gunkel indicated that the Planning Commission has spent many hours <br />reviewing the proposed sign ordinance and that the ordinance before the <br />Council is a very polished document. <br /> <br />Mayor Gunkel opened the public hearing at this time. <br /> <br />e <br /> <br />The City Council discussed the proposed sign ordinance and made several <br />revisions. Discussed in detail was Section 3b(9) relating to window <br />signs. The Planning Commission recommended to the City Council that <br />window signs occupying a sign area in excess of 25% of the area of the <br />window in which it is placed be prohibited. Bob Morton explained that <br />the Planning Commission felt this was necessary due to aesthetics and <br />security. Mayor Gunkel indicated that she felt it is a businesses' <br />choice to advertise by using their window space and further stated that <br />enforcement of a certain percentage would be difficult.
