<br />e <br /> <br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />THURSDAY. NOVEMBER 5. 1987 <br /> <br />Members Present: <br /> <br />Mayor Gunkel. Councilmembers Schuldt. Dobel. Tralle and <br />Holmgren <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Pat Klaers. City Administrator; Lori Johnson. Finance <br />Director; and Stephen Rohlf. Building and Zoning <br />Administrator <br /> <br />1. Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof. the meeting of the Elk River <br />City Council was called to order at 7:00 p.m. <br /> <br />2. Consideration of Zone Change Request by Dirk Barrett/Public Hearing <br /> <br />e <br /> <br />At a previous City Council meeting Mr. Barrett received Council approval <br />of an administrative subdivision. The newly created approximately 5.5 <br />acre parcel of land was partly zoned industrial (I-1) and partly zoned <br />agricultural (A-1). Mr. Barrett was aware that it is against City Code <br />for a house to be located in an I-1 zone. He was under the impression <br />that the location of his house fell into the A-1 portion of the lot; <br />however. after close review of the site plan submitted for the building <br />permit. it was discovered that the house site fell within the I-1 portion <br />of this parcel. Therefore. Mr. Barrett is requesting a zone change from <br />I-1/light industrial to A-1/agricultural. The newly created agricultural <br />zoned parcel would be physically attached to other A-1 properties. <br /> <br />The Mayor opened the public hearing at this time. There being no one for <br />or against the item. Mayor Gunkel closed the public hearing. <br /> <br />The Elk River Planning Commission has reviewed the application and <br />unanimously recommended approval of the zone change. <br /> <br />COUNCILMEMBER TRALLE MOVED TO ADOPT ORDINANCE 87-34 AN ORDINANCE <br />APPROVING THE ZONE CHANGE REQUEST BY MR. AND MRS. DIRK BARRETT FROM LIGHT <br />INDUSTRIAL TO AGRICULTURAL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION PASSED 5-0. <br /> <br />e <br /> <br />Stephen Rohlf. Building and Zoning Administrator. stated that the <br />Planning Commission recommended to the City Council that the land use map <br />not be changed because of this zoning amendment. This recommendation <br />came from the Planning Commission to the City Council in spite of the <br />fact that the land use map shows this property as medium industrial. Mr. <br />Rohlf stated that the Planning Commission's recommendation was based on <br />the fact that 1) this property is attached to other agriculturally zoned <br />property which is also shown as medium industrial on the land use map; 2) <br />that to amend the land use map for Mr. Barrett's parcel of land would <br />create an isolated agricultural zone on the land use map; and 3) that the <br />land use map will be updated in the very near future per recommendation <br />from the Growth Management Plan Task Force. <br />
