<br />Page 3 <br /> <br />City Council Minutes <br />November 2. 1987 <br /> <br />e <br /> <br />Cliff Lundberg stated he has heard from a number of Main Street merchants <br />expessing their concern that traffic will be impeded to the downtown area <br />with the proposed intersection. Mr. Lundberg suggested that the City file <br />for a variance from Mn/DOT. <br /> <br />Bill Pollard expressed his <br />the curve at Main Street <br />however. he did not feel it <br /> <br />concern regarding the speed of traffic around <br />and Tipton; stating that the speed is high. <br />was necessary to put a stop sign in the area. <br /> <br />Gary Grills. stated that <br />School should be looked <br />parked cars. <br /> <br />the parking along Main Street and across Handke <br />at. He noted his driveway is being blocked by <br /> <br />Don Heinzman questioned whether there would be any phasing of the project. <br />Terry Maurer indicated that he did anticipate some phasing in order to <br />work with the schools. residents. businesses and fire department. <br /> <br />Mr. Al Nadeau questioned why people were required to install new service <br />pipes for water. <br /> <br />e <br /> <br />Bob McCartney. representing the Public Utilities. stated that they are <br />recommending replacing the old line because there have been problems with <br />the old line breaking and. in order to repair this. the street has to be <br />dug up. Mr. McCartney also indicated that to replace this line. if broken <br />at a later date. would be a much higher cost to the property owner than <br />the cost of installing a new line at the time of the Main Street project. <br /> <br />Jim Simpson questioned the actual size of the project. <br /> <br />Sara Mae Moos questioned the amount of assessment as compared to the <br />Jackson Avenue project. Mr. Maurer indicated they would be figured at the <br />same rate. <br /> <br />Mayor Gunkel announced that the public hearing will be continued until the <br />December 7. 1987. City Council meeting. <br /> <br />Terry Maurer explained that as per State requirements. in order to receive <br />MSA funds to improve the Main Street-Tipton intersection. either a three <br />way stop would be required. or the curve would have to be widened. Mr. <br />Maurer stated that it would be impossible to widen the curve to State <br />requirements because of the house on the corner. He indicated that in <br />order to receive MSA funds and not meet the requirements. a variance would <br />have to be granted to the City by Mn/DOT. <br /> <br />Ron <br />part <br />would <br /> <br />Kuhn questioned what criteria determines that an area is considered <br />of the downtown. Terry Maurer stated the zoning and use of property <br />be the determining factors. <br /> <br />e <br /> <br />Mayor Gunkel noted that the Council received a letter from Elmer Anderson <br />regarding the Main Street project which is attached to the official <br />Council minutes. <br /> <br />Counci1member Tra11e indicated that the City is receiving MSA funds and <br />further indicated that the City is using approximately 40% of the 1989 <br />and 1990 MSA funds in order to keep the cost to the homeowners down. <br />
