City Engineer. handed out an information packet dated <br />November 2. 1987. to all people present. Mr. Maurer then proceeded to <br />explain the Main Street Project in detail by going through the handout. <br />The following was explained by Terry Maurer: project size. street <br />improvements west of Lowell. the Main Street and Tipton Avenue <br />intersection. downtown parking. the existing and proposed sanitary sewer <br />improvements. watermain improvements. Jackson Square parking. and the <br />estimated project costs. Mr. Maurer explained that the existing sewer <br />line along the river is impossible to maintain and is not in good shape. <br />He indicated that the replacement of this line is included in the 5 year <br />Capital Improvement Program. Mr. Maurer explained that the new line will <br />eliminate the use of the old line as a trunk line. but that the old line <br />will still be used as a lateral line. <br /> <br />Mayor Gunkel opened the public hearing. <br /> <br />Bob Morton - 1107 Main Street - stated <br />One lot consists of front footage on <br />not. Mr. Maurer explained that the <br />Main Street would be determined as <br />buildable. <br /> <br />his property consists of two lots. <br />Main Street and the other lot does <br />assessment on the lot not abutting <br />to whether or not the lot was <br /> <br />e <br /> <br />Mr. Chuck Dare questioned whether the sewer line along the river bank was <br />clay or cement. He also questioned the theory that this sewer line could <br />not be maintained in its current state. <br /> <br />Mr. Gary Grills of 1171 Main Street stated that he would like to build a <br />garage on the west side of his house. but the sewer line runs across his <br />lot in that spot. Mr. Maurer informed him that he would not be allowed to <br />build on top of the sewer easement. <br /> <br />Cliff Lundberg questioned how corner lot assessments would be handled. <br />The City Administrator explained that one full side would be assessed and <br />1/3 of the other side. The shorter side of a corner lot. that is in a <br />project where both streets of the corner lot are improved. would receive <br />the full assessment. <br /> <br />John McGibbon 1437 Main Street - stated that William Mills was the <br />Engineer at the time the old sewer line was built. He indicated that Mr. <br />Mills has the "asbuilts" for this line. Mr. McGibbon stated that as he <br />could recall. the western portion of the sewer line was probably only 20 <br />years old. He indicated his concern that the City know exactly what <br />exists as sewer line before any decisions are made. Mr. Maurer explained <br />that the main concern is not the age or material of the line but the fact <br />that it cannot be maintained. <br /> <br />Mr. McGibbon questioned the proposed design of the intersection at Tipton <br />and Main Street. He questioned why the traffic going westbound must come <br />to a complete stop. Mr. McGibbon further stated that he has checked with <br />the Police Chief who had no direct recollection of any accidents on that <br />e corner. <br /> <br />Mr. Dick Gongoll stated he agreed with Mr. McGibbon regarding the <br />intersection at Main and Tipton. He stated he did not feel that hindering <br />the traffic flow would be of a benefit to the downtown area. <br />
