City Administrator; and Terry Maurer. City <br />Engineer <br /> <br />1. Pursuant to due call and notice thereof. the meeting of the Elk River <br />City Council was called to order by Mayor Gunkel at 7:00 p.m. <br /> <br />2. Consideration of Agenda <br /> <br />Item 6.7 - traffic at Gates and Freeport was added to the agenda. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE 8/31/87 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />Consideration of 8/24/87 City Council Minutes <br /> <br />Mayor Gunkel noted that on page 7. the last motion on the page pertaining <br />to 218th Avenue. should have the following wording added. "and further <br />that the cost would not exceed $700 per owner." <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE 8/24/87 CITY COUNCIL MINUTES AS <br />AMENDED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />4.1. Update on 1988 Main Street <br />4.2. Update on 1988 Jackson Avenue Project <br /> <br />The City Engineer presented a hand-out of a project schedule and <br />timetable for Main Street and Jackson Avenue to Council and Staff. He <br />proceeded to discuss the project schedule which. he indicated. was a <br />tentative path for completing the two projects. Among the areas of <br />concern discussed was diagonal parking in the downtown area. which would <br />require a resolution to MnDOT requesting a variance to the Municipal <br />State Aid parking requirements. Jackson Avenue green space was discussed <br />and also the Tipton Avenue intersection on Main Street. Discussion on <br />Tipton Avenue pursued regarding the two options available for the <br />intersection. One option would be to widen the curve which would move <br />the road 9 feet to 10 feet closer to the two new homes on the south <br />corner of Main Street. The other option would be to put in a 90 degree <br />turn with a 3 way stop sign. which is the way the road was originally <br />platted. <br />
