<br />Page 2 <br /> <br />City Council Minutes <br />August 17. 1987 <br /> <br />e <br /> <br />Terry Maurer. City Engineer. distributed a project information handout <br />and explained the project in detail to the public. He explained that <br />Jackson Avenue south of School Street would entail 44 foot construction <br />of the road to an urban section design and concrete sidewalk on each side <br />of the road; and Jackson Avenue north of School Street would entail an <br />overlay and possibly a bike trail. Mr. Maurer explained the other <br />aspects of the project which include sanitary sewer (12 inch line). water <br />improvements to include 16" and 24" watermain trunk lines which is in <br />accordance with the City's comprehensive water plan. <br /> <br />The City Engineer gave a cost summary of the project at this time. He <br />indicated the total cost of the project was $955.500 with approximately <br />$278.550 being assessed to property owners and approximately $676.950 <br />being paid by other sources such as the State turnback funds and the Elk <br />River Utilities. Mr. Maurer gave sample assessment costs for certain <br />areas of the project. <br /> <br />Mayor Gunkel opened the public hearing at this time. <br /> <br />Butch Elliot of <br />he would like <br />more fairly and <br /> <br />555 School Street <br />to see the City <br />evenly spread out <br /> <br />indicated his opposition. He indicated <br />start a city-wide assessment program to <br />the cost of the projects. <br /> <br />e <br /> <br />Steve Madson of 718 Jackson. representing his mother. questioned the <br />assessment for the School District. <br /> <br />Mr. Dennis Heath of 520 7th Street stated his concern that the project is <br />not benefiting him. but is benefiting other people in the City. <br /> <br />Resident of 518 School Street questioned why they were being assessed <br />when they just paid an assessment a couple of years ago. <br /> <br />Mrs. Moos. corner of School and Jackson. questioned the sanitary sewer <br />connecting behind Jackson and also the need for sidewalks and who will <br />maintain the sidewalks. <br /> <br />Cliff Lundberg. 400 Jackson Avenue. stated he was in support of the <br />project and also in support of the sidewalks. <br /> <br />There being no <br />hearing until <br />hearing will <br />Street. <br /> <br />further <br />September <br />be heard <br /> <br />comments. Big Wheel Auto Sign Request <br /> <br />e <br /> <br />Mayor Gunkel stated that Big Wheel Auto is requesting two signs totaling <br />238 square feet. on their building to advertise their business. She <br />indicated they are requesting a freestanding sign to be 168 square feet <br />and 48 feet high. and further that they are requesting two signs on their <br />building to advertise proposed rental spaces which would total 168 square <br />feet. The total signage requested by Big Wheel Auto is 574 square feet. <br />
