Councilmembers Tralle. Schuldt and Holmgren <br /> <br />Hembers Absent: <br /> <br />Councilmember Dobel <br /> <br />Staff Present: <br /> <br />Pat Klaers. City Administrator; Greg Korstad. City <br />Attorney; Terry Maurer. City Engineer; and Stephen Rohlf. <br />Building and Zoning Administrator <br /> <br />1. Pursuant to due call and notice thereof. the meeting of the Elk River <br />City Council was called to order by Mayor Gunkel at 7:00 p.m. <br /> <br />2. Consideration of 8/17/87 City Council Agenda <br /> <br />Item 9.1 was added to the agenda as discussion from <br />Administrator. <br /> <br />the <br /> <br />City <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE 8/17/87 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED <br />4-0. <br /> <br />3. Consideration of 8/3/87 City Council Minutes <br /> <br />Mayor Gunkel noted that the last sentence of the first paragraph in item <br />10.2 should read as follows: "The method of financing will be <br />determined." <br /> <br />COUNCILMEMBER TRALLE <br />MINUTES AS AMENDED. <br />MOTION CARRIED 4-0. <br /> <br />MOVED TO APPROVE THE AUGUST 3. 1987. CITY COUNCIL <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br /> <br />4. Open Mike <br /> <br />Hr. Dave Burandt stated his concern regarding the soil erosion problem <br />resulting from the Deerfield 3rd Project. which is affecting his property <br />and washing onto his land. The City Engineer responded by stating that <br />the roads will be completed by September 15 and further that the soil <br />which has eroded onto his land will be cleaned up at the expense of the <br />developer. <br /> <br />5. Jackson Avenue Improvement Project <br /> <br />Mayor Gunkel addressed the public by g~v~ng a brief explaination of the <br />Jackson Avenue project. She stated that the State will be turning back <br />Jackson Avenue to the City and the City is initiating this project to <br />take advantage of the turnback funds from the State and also because the <br />City's 5 year capital improvement plan included the upgrading of sewer <br />and water systems in the proposed area for improvement. Mayor Gunkel <br />also explained that Jackson Avenue wi~l be realigned to create a <br />perpendicular road to meet with the Deerfield 3rd Highway 169 access. <br />
