<br />Page 7 <br /> <br />City Council Meeting <br />August 3. 1987 <br /> <br />e <br /> <br />Mike Mulrooney will meet with legal counsel to discuss by-laws and come <br />back to the City Council with more information at the August 24. 1987 <br />meeting. <br /> <br />Mayor Gunkel shared her concern that things are moving rather quickly <br />with establishing the EDA. Klaers statted that with the Council acting <br />as the Economic Development Authority. it will be much easier to <br />control. <br /> <br />The City Council recessed from 9:00 to 9:10 p.m. <br /> <br />7.5 Tom Zerwas. Chief of Police <br /> <br />Tom Zerwas. Chief of Police. was present to request a Valmet M-76 semi- <br />automatic rifle for use by the Police Department. Zerwas stated that the <br />department is requesting one rifle now for training and will be <br />requesting more equipment in the 1988 budget. <br /> <br />Councilmember Holmgren questioned where the rifle would be kept. Zerwas <br />stated that it would be in the evidence room. Holmgren also asked if the <br />City would respond to County needs. Zerwas explained that if the County <br />requested assistance. the City would respond. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A V ALMET M-76 <br />SEMI-AUTOMATIC RIFLE FOR THE ELK RIVER POLICE DEPARTMENT. COUNCILMEMBER <br />DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Councilmember Schuldt questioned Zerwas on training. Zerwas stated that <br />Sgt. Brad Rolfe is qualified to use the rifle and will be doing the <br />training. <br /> <br />Tom Zerwas. Chief of Police. was also present to request approval to <br />purchase a new police vehicle. Zerwas stated that he located a 1987 <br />Cheverolet Caprice at Polar Chevrolet in White Bear Lake. The car was an <br />extra from a police order so it has the full police package and is ready <br />to go. The price of the car is $11.975.00. <br /> <br />COUNCILMEMBER DOBEL MOVED TO PURCHASE THE 1987 CHEVROLET CAPRICE FROM <br />POLAR CHEVROLET IN WHITE BEAR LAKE TO REPLACE SQUAD 601. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. <br /> <br />BY MUTUAL AGREEMENT. IT WAS ADDED TO THE MOTION THAT THE CAR WILL BE <br />PURCHASED UNDER A LEASE AGREEMENT. THE AGREEMENT WILL RUN THROUGH <br />DECEMBER 31. 1987 WITH AN OUT- RIGHT PURCHASE OF THE CAR IN JANUARY 1988. <br />THE MOTION CARRIED 4-0. <br /> <br />8. City Administrator's Report <br /> <br />e <br /> <br />8.1 Assessment Policy Resolution <br /> <br />A request is being made for a resolution to formally adopt the <br />Assessment Policy Manual. <br />
