He stated that he has asked the Board to meet <br />when the Wilderness Park was being considered. Holmgren <br />stated that he would like to see them become more actively <br />involved in such areas as the development of the softball <br />park. Orono Park. the 80 acre city owned land. and the <br />Wilderness Park. This involvement would relieve Phil Hals. <br />Street Superintendent. of many extra duties. <br /> <br />Mayor Gunkel informed the Council of a complaint she received <br />from someone at Lakeside Apartments regarding softball teams <br />using the Orono field. The complaintant stated that the <br />players don't show respect for other people or their property. <br />The two main complaints were trash on the apartment property <br />and urinating in public. A suggestion was made to flip-flop <br />the ball park. reversing the outfield so that it would be <br />towards the apartments. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO EXPLORE THE POSSIBILITY OF <br />EXPANDING THE REC BOARD INTO THE PARK AND REC BOARD. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. <br /> <br />e <br /> <br />Mayor Gunkel stated that she agrees with the concept but does <br />not agree with the urgency. She feels that just getting a new <br />CDC staff person is not a reason to quickly move forward on <br />this proposal. Mayor Gunkel suggested putting the project off <br />for a year. Councilmember Holmgren stated that if this group <br />is in force. it would make the transition for the new person <br />easier. <br /> <br />THE VOTE CARRIED 3-1 WITH MAYOR GUNKEL OPPOSING. <br /> <br />10.2 Mayor Gunkel(replacing Councilmember Tralle) <br /> <br />Mayor Gunkel reported on the last Utility Commission meeting. <br />She stated that the Commission. without Hank Duitsman being <br />present. agreed to approve financing 75% of the cost of the <br />Jackson water main project. The method of financing will be <br />determined. <br /> <br />The Utility <br />city street <br />$30.000. <br /> <br />Commission is currently financing $25.000 of the <br />lighting and will be increasing this amount to <br /> <br />Mayor <br />favor <br /> <br />Gunkel stated <br />of underground <br /> <br />that the Utilities Commission is not in <br />wiring in Elk River for three reasons: <br /> <br />e <br /> <br />1. It is about twice as expensive. <br />2. It has just a fraction of the life expectancy of <br />overhead. <br />3. There is frequent and dangerous maintenance <br />involved. <br />
