<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 9 <br /> <br />City Council Minutes <br />July 20. 1987 <br /> <br />COUNCILMEMBER TRALLE MOVED DENIAL OF THE REQUEST FROM MILO HENNEMANN TO <br />ZONE CHANGE PROPERTY FROM Rl-C TO R2-A. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION PASSED 4-1. MAYOR GUNKEL VOTED AGAINST THE <br />MOTION. <br /> <br />5.12.Variance Request by Milo Hennemann/Public Hearing <br /> <br />Mayor Gunkel stated that Milo Hennemann is requesting a 300 foot <br />encroachment on the 500 foot maximum length of a dead end road. She <br />indicated that the property is currently land locked but there is an <br />easement into the area. <br /> <br />Discussion was held regarding a possible road connection from the <br />proposed property to the abutting property (Replat #8). This road would <br />be used only for emergency purposes and would have a locked gate so it <br />would not be used for thru traffic. <br /> <br />Mayor Gunkel opened the public hearing. <br /> <br />Mr. Santwire stated he felt the variance request does meet the five <br />standards required by the City Ordinance for a variance. <br /> <br />Planning Commission Representative Duane Kropuenske indicated that the <br />Planning Commission voted 3-2 in favor of the variance. <br /> <br />Gary Santwire stated he felt the linkage road would make it necessary to <br />eliminate a great deal of trees and stated that the main concern of the <br />area has been to reserve the trees. <br /> <br />Jack Holmes stated his opposition to the road connecting to replat #8. <br /> <br />Larry Toth also stated his opposition to the road connecting to replat <br />/18. <br /> <br />Discussion was held regarding other possibilities such as increasing the <br />width of the road or possibly putting a treed median in the road. <br /> <br />Mayor Gunkel closed the public hearing. <br /> <br />COUNCILMEMBER TRALLE MOVED TO TABLE THE <br />POSSIBILITY OF TYING INTO AUBURN PLACE <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br /> <br />VARIANCE <br />COULD <br /> <br />REQUEST UNTIL THE <br />BE INVESTIGATED. <br /> <br />Councilmember Schuldt stated that he would rather see the access come <br />somewhere other than the parking lot or drive to the City Hall. <br /> <br />Mayor Gunkel stated <br />area it would be more <br />a stipulation that <br />Replat #8. <br /> <br />that with the density of housing in the Barrington <br />adviseable to grant the variance as requested. with <br />the plat be reviewed rather than extend a road to <br />
