Fire Chief for the City of Elk River. was in <br />present the Elk River Fire Department's Annual Report. <br />briefly explained the Annual Report to the City Council. <br /> <br />attendance to <br />Mr. Anderson <br /> <br />Councilmembers then asked various questions of Mr. Anderson regarding <br />such things as: man power. number of runs per year. public awareness. <br />ambulance calls. boundaries. and average volunteer time involvement. <br />Brief discussion was also held on a future addition to the fire station. <br />practice runs or drills. and a helicopter service. <br /> <br />The report was accepted by the City Council as presented by Mr. Anderson <br /> <br />5.2 Award Tanker Truck Bids <br /> <br />Bids were received for the purchase of a new water tanker truck for the <br />Elk River Volunteer Fire Department. Russ Anderson. Fire Chief was <br />present to explain to the Council the bid proposals he received. Mr. <br />Anderson requested approval to go with the bids received from Boyer <br />Truck. Minneapolis for the truck and Engel Fabrication. Sauk Centre. <br />Minnesota for the tank. <br /> <br />e <br /> <br />cOUNCILMEMBER TRALLE MOVED APPROVAL OF THE BIDS FOR A NEW TANKER TRUCK AS <br />RECOMMENDED BY RUSS ANDERSON, FIRE. CHIEF. IN HIS 2/23/87 REPORT~ <br />COUNCILMKMBER HOLMGREN SECONDED THE MOTION. . THE MOTION CARRIED 5-0. <br /> <br />5.3 <br /> <br />Police Contract <br /> <br />Pat Klaers breifly explained to the Council the proposed changes in the <br />Elk River Police Department contract. The proposed wage increase is <br />based on the fact that the~e has. in the past. been such a large gap <br />between Elk River and the metropolitan communities in the area of pay <br />rates for police officers. With the proposed increases. by 1988 the gap <br />should be approximately 6%. Once this lower gap level is established. it <br />is projected to remain. Mr. Klaers also stated that city participation <br />in the insurance coverage is proposed to increase by $10 per month for <br />1987 and 1988. This will then be covering slightly more than half of a <br />family coverage plan. Mr. Klaers also stated that vouchers will need to <br />be submitted by officers before receiving their uniform allowance in <br />order to insure that public funds are being spent for a public <br />purpose. The uniform allowance is proposed to be $350/year in 1987 and <br />$375/year in 1988. <br /> <br />Questions were raised by the Council in regards to the morale of the <br />officers; how the gap could remain if neighboring communities were to <br />jump 10%; and whether or not a gap is being kept between the chiefs pay <br />and the sargeants pay. <br /> <br />e <br />
