<br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />March 15, 2005 <br /> <br />File #: 825090J-0240 <br /> <br />Mr. Scott Harlicker, Senior Planner <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: PROPOSED MAINTENANCE FACILITY, GREAT RIVER ENERGY <br /> <br />Dear Mr. Harlicker: <br /> <br />As requested, we have reviewed the plans for the new maintenance facility on the Great <br />River Energy property. The plans were prepared by AMCON and Barr Engineering. <br />Together with the grading and utility plan, storm sewer calculations were also submitted. <br />Based on our review and a meeting with Great River Energy and their design team, we <br />would offer the following comments: <br /> <br />1. The proposal is to construct a building of approximately 55,600 square feet consisting of <br />a warehouse just under 30,000 square feet, just over 10,000 square feet of corporate <br />offices and approximately 15,000 square feet of service garage and garage warehouse <br />offices. The building site is located adjacent to the railroad tracks behind the <br />headquarters building. <br /> <br />2. Sanitary sewer services will be provided by directional boring a six-inch service line out <br />at a private manhole which serves other facilities on the Great River Energy site. The <br />private sanitary sewer flows down to the existing city lift station along Highway 10. <br /> <br />3. There will be some reconstruction of eight-inch watermain to remove it from the <br />proposed building footprint. The building site itself will be looped by eight-inch <br />watermain. Hydrant locations have been reviewed by the Fire Department. <br /> <br />4. The grading plan calls for a small drainage pond to be located in the southeast comer of <br />the site adjacent to the railroad tracks. Most drainage from the site will be either be <br />directed to this holding pond or directly to the existing ditch adjacent to the railroad <br />tracks. Because the site will disturb more than one acre, the applicant will be required to <br />apply for NPDES Permit and prepare a Surface Water Pollution Prevention Plan <br />(SWPPP).
