Tom Zerwas. presented the Elk River Police Department's
1986 Annual Report to the City Council. Mr. Zerwas walked the Council
through the report explaining each section and answering questions along
the way.

7.3.Library Resolution

COUNCILMlMBER TRALLE
LEGISLATIVE PLATFORM
THE MOTION PASSED 5-0.

MOVED TO APPROVE RESOLUTION 87-8 ENDORSING THE MLA
FOR 1987. COUNCILMEMBER DOBEL SECONDED THE MOTION.

8.1.Landfill Work Plan

Peter Beck. Assistant City Attorney. was present to inform the Council of
the discussions between the City and the County Staff at the 2/2/87
afternoon meeting and to explain the staff consensus for the Elk River
Landfill Work Plan. His three (3) main topics were:

1) Installation of Liner
2) Resolution of Taxes
3) Depositing Leachate from Liner in City Sewer System

e Mr. Beck noted that the liner had not been installed at the Elk River
Landfill in 1986 and that this is to be an essential part of any agreement
between the City. the County and the Landfill.

A timetable has been established for the Landfill to follow as a schedule
to pay back past due taxes and to install the liner. This timetable runs
from February through November of 1987. It was discussed that interest be
added to the monthly payments according to the balance due.

Discussion was held among the Council as to whether or not they would
agree to a "Rebate Incentive Program." Councilmembers shared their
thoughts on this subject and it was agreed upon to follow through with the
Incentive Program only after all past due and current taxes are paid and
the liner is completely installed.

Timothy Thornton. Attorney for Elk River Landfill. was present and
discussed the Rebate Incentive. Mr. Thornton brought up the point that
it would be difficult to put in the entire liner system unless all rebate
monies were paid to the Landfill up front. He asked that the Council
consider reducing any payments that the Board set up to provide the
contractors working on the project with the funds necessary for installing
the liner.

e
