Tom Zerwas. presented the Elk River Police Department's <br />1986 Annual Report to the City Council. Mr. Zerwas walked the Council <br />through the report explaining each section and answering questions along <br />the way. <br /> <br />7.3.Library Resolution <br /> <br />COUNCILMlMBER TRALLE <br />LEGISLATIVE PLATFORM <br />THE MOTION PASSED 5-0. <br /> <br />MOVED TO APPROVE RESOLUTION 87-8 ENDORSING THE MLA <br />FOR 1987. COUNCILMEMBER DOBEL SECONDED THE MOTION. <br /> <br />8.1.Landfill Work Plan <br /> <br />Peter Beck. Assistant City Attorney. was present to inform the Council of <br />the discussions between the City and the County Staff at the 2/2/87 <br />afternoon meeting and to explain the staff consensus for the Elk River <br />Landfill Work Plan. His three (3) main topics were: <br /> <br />1) Installation of Liner <br />2) Resolution of Taxes <br />3) Depositing Leachate from Liner in City Sewer System <br /> <br />e Mr. Beck noted that the liner had not been installed at the Elk River <br />Landfill in 1986 and that this is to be an essential part of any agreement <br />between the City. the County and the Landfill. <br /> <br />A timetable has been established for the Landfill to follow as a schedule <br />to pay back past due taxes and to install the liner. This timetable runs <br />from February through November of 1987. It was discussed that interest be <br />added to the monthly payments according to the balance due. <br /> <br />Discussion was held among the Council as to whether or not they would <br />agree to a "Rebate Incentive Program." Councilmembers shared their <br />thoughts on this subject and it was agreed upon to follow through with the <br />Incentive Program only after all past due and current taxes are paid and <br />the liner is completely installed. <br /> <br />Timothy Thornton. Attorney for Elk River Landfill. was present and <br />discussed the Rebate Incentive. Mr. Thornton brought up the point that <br />it would be difficult to put in the entire liner system unless all rebate <br />monies were paid to the Landfill up front. He asked that the Council <br />consider reducing any payments that the Board set up to provide the <br />contractors working on the project with the funds necessary for installing <br />the liner. <br /> <br />e <br />
