<br />CONTINUED CITY COUNCIL MEETING MINUTES <br />OCTOBER 5, 1988 <br />CITY HALL CONFERENCE ROOM <br /> <br />e <br /> <br />MEMBERS PRESENT: Mayor Estelle Gunkel, Counci1members, Tra11e, Holmgren, <br />and Schuldt <br /> <br />MEMBERS ABSENT: <br /> <br />Counci1member Dobe1 <br /> <br />ALSO PRESENT: <br /> <br />Dick Fursman, Economic Development Coordinator; <br />Pat K1aers, City Administrator <br /> <br />Pursuant to due call and notice thereof, the continued meeting of the Elk <br />River City Council was called to order at 6:30 p.m. by Mayor Gunkel. <br /> <br />Consideration <br />Main Street <br />Project <br /> <br />of Resolutions Adopting <br />Improvement Project and <br /> <br />Final Assessment Rolls for the 1988 <br />the 1988 Jackson Avenue Improvement <br /> <br />Mayor Gunkel indicated that the purpose of this continued meeting was to <br />review some additional possible adjustments to the final assessment rolls <br />following the public hearing held on October 3, 1988. At this 10/3/88 public <br />hearing a number of questions were raised that required the City Engineer to <br />do additional research prior to adopting the assessment rolls. <br /> <br />e <br /> <br />At this time the Mayor distributed a memo dated 10/4/88 from Terry Maurer, <br />City Engineer, which reviews and makes recommendations on the issues or <br />concerns that were raised at the 10/3/88 public hearing. The memo from the <br />Engineer included recommendations on eight properties. In addition to the <br />eight properties listed in the City Engineers memo, the City Administrator <br />indicated that there were two additional recommendations for final assessment <br />adjustments. These two other additions are: 1) Curtis Briggs to be assessed <br />at .5 acres; and 2) The assessment for property owned by Bud Houlton's mothers <br />estate to be adjusted per lot survey. The City Council reviewed the City <br />Engineer's memo and concurred with its recommendation. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE RECOMMENDATIONS FROM THE CITY <br />ENGINEER IN HIS MEMO DATED 10/4/88 PLUS THE TWO ADDITIONAL RECOMMENDATIONS AS <br />NOTED BY THE CITY ADMINISTRATOR FOR ADJUSTMENTS IN THE MAIN STREET AND JACKSON <br />AVENUE FINAL ASSESSMENT ROLL. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />The City Council <br />letters of appeal <br />adjustment by the <br />appeal submitted <br />amount. <br /> <br />reviewed the list of thirteen individuals who submitted <br />and whose assessment amount was not recommended for <br />City Engineer. It was noted that the other letters of <br />to the City have received an adjustment in their assessment <br /> <br />e <br /> <br />The City Council discussed the assessment amounts for the Cretex properties <br />and the School District properties. It was noted that an adjustment is being <br />made to the School properties assessment because of an approximately 4.3 acre <br />drainage ponding area that was included within the assessable properties. It <br />was also noted that a number of small properties in the Cretex area were not <br />assessed for this project because those sites were also deemed to be <br />undevelopable or without municipal utilities being immediately or directly <br />available. City Council concurred that these properties being excluded from <br />the sanitary sewer area wide assessment was proper. <br />
