<br />CONTINUED CITY COUNCIL MEETING <br />WEDNESDAY. 8/10/88 <br />ELK RIVER CITY HALL <br /> <br />~ Members Present: Mayor Gunkel. City Attorney <br /> <br />1. Pursuant to due call and notice thereof. the continued meeting of the Elk <br />River City Council was called to order by Mayor Gunkel at 5:00 p.m. <br /> <br />2. Consideration of 8/10/88 City Council Agenda <br /> <br />COUNCILMEHBER SCHULDT MOVED TO APPROVE THE 8/10/88 CITY COUNCIL AGENDA. <br />COUNCILMEHBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />3. <br /> <br />Consider Watering Restriction Ordinance <br /> <br />~ <br /> <br />Mayor Gunkel indicated that it was not her intent. nor the intent of the <br />City Council to be in conflict with the Elk River Municipal Utilities. <br />She indicated that it was the City Council's responsibility to enforce any <br />watering restrictions that are necessary during the existing state wide <br />drought. Attorney Keane indicated that both ordinance 88-22 that was <br />approved by the City Council and the one proposed at this time. provide <br />the City Council with the authority to order watering restrictions. The <br />ordinance before the City Council at this time allows restrictions to be <br />adopted by resolution and allows the ordinance to remain active at all <br />times. Without the approval of this ordinance. each time the City Council <br />desired watering restrictions. or the removal of watering restrictions. a <br />separate ordinance would have to be approved. This ordinance before the <br />City Council at this meeting would also repeal ordinance 88-22. <br /> <br />MOTION BY COUNCILMEMBER HOLMGREN <br />IMPOSING WATER USE RESTRICTIONS. <br />MOTION. THE MOTION CARRIED 3-0. <br /> <br />TO ADOPT ORDINANCE 88-23 AN ORDINANCE <br />COUNCILMEMBER SCHULDT SECONDED THE <br /> <br />Mayor Gunkel reviewed her 8/8/88 memo that outlines some of her concerns <br />regarding water restrictions. She also distributed the summer. 1988. DNR <br />Division of Water Newsletter and asked the Council to review this for a <br />few minutes. This newsletter discussed the state wide drought conditions <br />Minnesota is experiencing in 1988. Mayor Gunkel also reviewed the <br />consensus reached at the 8/8/88 City Council meeting on exceptions to <br />watering restrictions. It was the consensus of the City Council that yard <br />watering restrictions would be enforced from 9:00 a.m. to 7:00 p.m. <br />Exceptions to this watering ban would be direct application of water to <br />trees. shrubs and gardens and the sprinkling of new sod and athletic <br />fields could take place at any time. It was also the consensus of the <br />City Council that such restrictions should only be enforced on citizens <br />using the municipal water system. <br /> <br />~ <br /> <br />COUNCILMlMBER HOLMGREN MOVED TO APPROVE RESOLUTION 88-65. A RESOLUTION <br />ISTADLISHING CONDITIONS OF WATERING RESTRICTIONS ON HOUSEHOLDS HOOKED UP <br />TO THE MUNICIPAL WATER SYSTEM. COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />TNI MOTION CARRIED 2-1. COUNCILMEMBER SCHULDT OPPOSED. <br />
