THE MOTION CARRIED 4-0. <br /> <br />5.5. Street Department Employee <br /> <br />COUNCILMlMBER TRALLE MOVED TO HIRE MILTON TUTTLE AS A MAINTENANCE I <br />STREET DEPARTMENT EMPLOYEE AT A STARTING SALARY OF $9.15/HOUR. STARTING <br />IN TWO WEEKS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />4. Growth Management Plan/Public Hearing <br /> <br />Mayor Gunkel introduced the Growth Management Document to the Council and <br />public. She indicated that the formation of the plan was a long process <br />and involved a lot of people. time. and dollars. She further indicated <br />that the Council has attempted to inform citizens of the proposed plan by <br />public hearing notices. informational meetings. and newspaper articles. <br /> <br />Mayor Gunkel indicated <br />provision of municipal <br />commercial development. <br />the community. <br /> <br />that the primary focus of the document is <br />services. residential growth. additional <br />recreational needs. and transportation needs for <br /> <br />e <br /> <br />Dick Hinkle. GMPTF Chairman. addressed the Council and public by <br />indicating that the purpose of the Growth Management Plan is to guide <br />the City growth from the core of the city outward in an orderly manner. <br />He indicated that this proposed plan is a continuation of the <br />consolidation planning efforts which took place between 1977 and 1979. <br /> <br />Terry Maurer. City Engineer. reported on the utilities portion of the <br />document. He indicated that the current capacity of the sewer plant is <br />one million gallons per day and currently the plant is operating at one <br />half capacity. There is ample room for expansion plus room to double the <br />capacity. He indicated the water systems is good and has an ample supply <br />of storage served by 3 wells. Mr. Maurer indicated that as sewer and <br />water are extended. storm sewer will also need to be extended. He <br />indicated that the plan reflects the movement of city utilities to the <br />western area of the City. <br /> <br />Steve Rohlf. Building and Zoning Administrator. explained the proposed <br />residential. industrial and commercial areas and what criteria were used <br />to propose certain areas as commercial or industrial. He indicated that <br />the criteria used were visibility from highways. compatibility to <br />neighborhoods. highway access and keeping the downtown centralized. He <br />also indicated the three different residential zones; 10 acres/home. 2~ <br />acres/home. and municipal sewer and water lots of less than ~ acre/home. <br /> <br />e <br /> <br />Bob Wuornos. City Planner. explained the parks and open space section of <br />the plan. He indicated that the primary goal of this section was to <br />provide adequate recreational opportunities through trail systems. area <br />wide parks. neighborhood parks. and community parks. <br /> <br />Terry Maurer. City Engineer. addressed the existing and <br />transportaton routes in the plan. <br /> <br />proposed <br />
