<br />Page 2 <br /> <br />City Council/EDC Meeting <br />April 25, 1988 <br /> <br />e <br /> <br />Mike Mulrooney reviewed the 11/23/87 minutes of the Planning and Research <br />Committee meeting. Mr. Mulrooney recalled that an EDA has been <br />established and consists of the five City Council Members. He indicated <br />that the EDA has the ability to create a focal point in the community <br />through which economic development can occur. Mr. Mulrooney reviewed <br />the previously proposed committee structure portrayed in the November 23, <br />1987, minutes. He explained that the volunteer committees (Finance, <br />Marketing, Prospecting, and Research and Development) could provide <br />support and serve in an advisory capacity to the EDA. He explained that <br />through the structuring of the EDA and four committees, the Economic <br />Development Commission could be abolished. Mr. Mulrooney explained that <br />abolishing the EDC is in no way a negative statement to the EDC Members; <br />but quite the opposite. He stated that the Committee members will be <br />providing information more directly to the City Council through the EDA <br />and, therefore, will be more efficient. Discussion then pursued regarding <br />the Executive Committee as to whether or not the committee should continue <br />to operate. Cliff Lundberg indicated that the main purpose of the <br />Executive Committee is to provide coordination. He stated that the need <br />for coordinating the subcommitees will be eliminated as it will be the <br />responsibility of the Economic Development Coordinator. <br /> <br />e <br /> <br />Dick Fursman stated his job will be to ensure that there is coordination <br />between the committees and that he will be the communication link between <br />the EDA and the committees. Mr. Fursman reiterated the fact that the <br />abolishment of the EDC is not a negative reflection on the Committee <br />Members. He indicated he was very impressed with the amount of work <br />completed by the Commission. <br /> <br />Discussion was held regarding the appointment process of the Committee <br />members. It was suggested that the EDA Committee members select a <br />Chairperson of the committees and that the EDA Bylaws state a m1n1mum <br />number of people to be allowed on the committees but not a maximum, <br />thereby allowing for flexibility in the number of persons on the <br />committees. <br /> <br />ECONOMIC DEVELOPMENT COMMISSION MEMBER, JIM SIMPSON MOVED TO RESTRUCTURE <br />THE ECONOMIC DEVELOPMENT COMMISSION BY ABOLISHING THE EDC AND ESTABLISHING <br />SUB COMMI TEES WHICH HAVE THE ABILITY TO REPORT DIRECTLY TO THE EDA. CAROL <br />MILLS SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ABOLISH THE ECONOMIC DEVELOPMENT COMMISSION <br />AND TO ADOPT THE NEW STRUCTURE WHICH ESTABLISHES SUBCOMMITTEES WHICH MAY <br />REPORT DIRECTLY TO THE EDA. COUNCILMEMBER DOBEL SECONDED THE MOTION.
