Building and Zoning Administrator. indicated that the <br />developers have reviewed the recommendations set by City Staff and have <br />indicated they have no problems with these conditions. <br /> <br />Mr. Rohlf indicated that the developers have requested that building <br />permits be issued prior to class five being put on the roads. Mr. Rohlf <br />explained that previous Council actions have prohibited building permits <br />prior to class five. however. recently Council did approve building <br />permits prior to class five for Royal Oaks Ridge Plat. He indicated that <br />the reason for this was because Royal Oaks Ridge was a City project and <br />the timing for class five could be controlled by the City. Mr. Rohlf <br />indicated that possibly the Council should consider issuing building <br />permits prior to class five being on the roads. under certain conditions. <br /> <br />Mayor Gunkel indicated that the Council should set certain conditions to <br />be followed if building permits are allowed prior to class five. <br />Discussion pursued regarding the requirements which should be set for <br />Sunset Ridge Plat. <br /> <br />e <br /> <br />The Council <br />noted that <br />the plat. <br />noted that <br />level. <br /> <br />discussed the need for street lights in the plat. THAT PERK TESTS ARE DONE ON INDIVIDUAL LOTS PRIOR TO BUILDING PERMIT <br />ISSUANCE TO AID IN THE DESIGN OF ON-SITE SEPTIC SYSTEM. <br /> <br />2. THAT A $70.000 LETTER OF CREDIT IS ESTABLISHED IN THE FAVOR OF THE <br />CITY OF ELK RIVER FOR THE IMPROVEMENTS IN THE PLAT. <br /> <br />3. THAT BUILDING PERMITS BE ALLOWED PRIOR TO CLASS FIVE WITH THE <br />FOLLOWING STIPULATIONS: <br /> <br />A. THAT THE LETTER OF CREDIT GIVEN TO THE CITY HAS THE STIPULATION <br />THAT THE CITY BE ABLE TO DRAW AGAINST IT TO FINISH THE CLASS FIVE <br />IF IT IS NOT COMPLETED BY JUNE 15. 1988. <br /> <br />B. PRIOR TO BUILDING PERMITS BEING ISSUED. THE BUILDER SUBMIT A <br />SIGNED CONTRACT TO THE CITY SHOWING A JUNE 15. OR EARLIER. <br />COMPLETION DATE FOR THE CLASS FIVE. <br /> <br />C. THAT NO PERMITS BE ISSUED ON LOTS UNTIL THE ROUGH GRADING OF THE <br />ROAD ADJACENT TO THE LOTS HAS BEEN ACCEPTED BY THE CITY. <br /> <br />e <br /> <br />D.
