<br />Page 5 <br /> <br />e <br /> <br />City Council Minutes <br />February 29, 1988 <br /> <br />The City Administrator informed the Council of the Chamber of Commerce <br />Luncheon on Tuesday, 3/15/88. Featured speaker at this Chamber luncheon is <br />County Assessor, Ty Bischoff. The entire Council, except Councilmember <br />Tralle, indicated they were planning on attending this luncheon. <br /> <br />The City Administrator informed the Council that the Building and Zoning <br />Administrator and two Planning Commission members - are planning on <br />attending the National Planning Conference in San Antonio in May, 1988. <br />Funds had been budgeted in the 1988 City budget for this activity. <br />Additionally, Councilmember Dobel is planning on attending this Planning <br />Conference. It was the consensus of the City Council that even though <br />this item was not budgeted, it was appropriate to have Councilmember Dobel <br />attend this conference. Concern was expressed by the City Council that <br />members who attend a national conference on behalf of the City are not in <br />their last year of office and that the Councilmembers that go to a <br />national conference should have already attended current state and local <br />workshops. <br /> <br />e <br /> <br />The Mayor updated the City Council on plans for a City St. Pat ricks Day <br />Parade and celebration. <br /> <br />Councilmember Tralle updated the Council on the status of the Highway 101 <br />project and the efforts undertaken by the Select 101 Committee. It was <br />the consensus of the City Council that the City of Elk River become the <br />lead agency in spearheading this Highway 101 upgrading project. <br />Councilmember Tral1e informed the Council of the Environmental Assessment <br />Worksheet financial requirements and how this EAW is the first step in <br />realizing the improvements to Highway 101. Counci1member Tra11e indicated <br />that the more local funds that are raised for the funding of the EAW, the <br />more likely that the project would move forward in a timely manner. <br />Counci1member Tra11e asked that the City Council consider starting the <br />local fund for partially financing this EAW. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO CONTRIBUTE $5,000 TOWARD THE ENVIRONMENTAL <br />ASSESSMENT WORKSHEET PROJECT FOR THE IMPROVEMENT OF HIGHWAY 101 AND THAT <br />THESE FUND S COME FROM THE CITY CAPITAL PROJECT FUND. COUNCILMEKBER TRALLE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />COUNCILMlMBER TRALLE MOVED TO ADJOURN THE MEETING.
