A RESOLUTION <br />DETERMINING ASSESSED COST. OF IMPROVEMENTS AND ORDERING PREPARATION OF <br />PROPOSED ASSESSMENT ROLL IN THE MATTER OF THE 1987 MAIN STREET IMPROVEMENT <br />PROJECT. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5- <br />o. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO HIRE MR. ROBERT ELLER AS A CONSULTING <br />ELECTRICAL ENGINEER FOR THE LIGHTING ASPECT OF THE CENTRAL BUSINESS <br />DISTRICT BEAUTIFICATION PROJECT AT A COST NOT TO EXCEED $5.000 AND THAT <br />SUCH CONSULTING FEES WOULD BE ASSESSED OUT TO THE BENEFITTED PROPERTY <br />OWNERS AS PART OF THE IMPROVEMENT PROJECT. COUNCILMEMBER DOBEL SECONDED <br />THE MOTION. THE MOTION CARRIED 5--0. <br /> <br />COUNCILMEMBER DOBEL MOVED TO HOLD A SUPPLEMENTAL PUBLIC HEARING ON APRIL <br />4. 1988. AT 7: 00 P. M. AT HANDKE SCHOOL. FOR THE PROPERTY OWNERS BENEFITTED <br />BY THE SANITARY SEWER IMPROVEMENT PROJECT WHOSE NAMES WERE OMITTED FROM <br />PREVIOUS PUBLIC HEARINGS ON THIS IMPROVEMENT. COUNCILMEMBER TRALLE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7. <br /> <br />Other Business <br /> <br />e <br /> <br />The City Administrator distributed a memo from the Street Superintendent. <br />Phil Hals. regarding an asphalt distributor. The memo indicated the <br />Superintendent would like to purchase an asphalt distributor in the amount <br />of $1.660. The purchase of this distributor would increase productivity <br />in the crack sealing operation of the City Street crew and allow the <br />street crew to preserve or rejuvinate more street surface each year. The <br />memo acknowledged that funds were not budgeted for such a purchase but <br />that monies were available if other expenditures came in lower than <br />estimated or were delayed until 1989. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A $1.660 ASPHALT <br />DISTRIBUTOR FROM MR. MIKE MORTON FOR USE WITHIN THE STREET DEPARTMENT. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Administrator indicated that when the liquor store annual report <br />was presented during the 2/22/88 City Council meeting. a consensus of the <br />City Council was to oppose the selling of wine in grocery stores and to <br />oppose the proposal to have Minnesota move toward one classification of <br />beer. The Administrator indicated that the Liquor Store Manager was <br />lobbying against these efforts at the state legislature in conjunction <br />with the Municipal Liquor Store Association. In this regard. the <br />Administrator asked for the approval of a formal motion indicating the <br />City Council position on these liquor related issues. <br /> <br />e <br /> <br />COUNCILMEMBER TRALLE MOVED TO DIRECT THE LIQUOR STORE MANAGER TO PRESINT <br />THE CITY COUNCIL POSITION IN. OPPOSITION TO THE SELLING OF WINE IN GROCERY <br />STORES AND THE OPPOSITION OF THE CITY COUNCIL TO THE MOVEMENT TOWARDS ONE <br />CLASSIFICATION OF BEER TO AREA LEGISLATORS. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />---------------------------- <br />
