COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION PASSED 3-2. Councilmembers Dobel and Kropuenske <br />voted against the motion. <br /> <br />Councilmember Kropuenske left the Council table at this time. <br /> <br />4.4 <br /> <br />Conditional Use <br />Hearin~/CU-89-020 <br /> <br />Permit _ ReQuest <br /> <br />by <br /> <br />Russell <br /> <br />Johnson/Public <br /> <br />e <br /> <br />Steve Bjork, Zoning Assistant, indicated that Mr. Russell Johnson is <br />requesting a conditional use permit to allow a commercial <br />recreational facility (billiards parlor, video games) to be located <br />on Parcel F, Lot 5, Block 1, Elk River Plaza 2nd Addition. Ri ta <br />Johnson, Planning Commission representative, indicated that the <br />Planning Commission reviewed the seven standards necessary for the <br />granting of a conditional use permit and based their findings for <br />approval on the seven standards which are listed in the memo to the <br />Mayor and City Council from the Zoning Assistant dated December 18, <br />1989. She indicated that because the billiards hall will be required <br />to have a license from the City it could be revoked if the operation <br />was not run properly. She also indicated that the Planning <br />Commission was not aware of the Nursing Homes intentions to purchase <br />more property and expand the Nursing Home. Bob Morton, Planning <br />Commission representative, stated he felt that the hours of operation <br />for the billiards hall were excessive in the area due to the <br />residential property to the south and west and further that the <br />Planning Commission had a problem with potential loitering. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Carol Mills, representing the Guardian Angels Board of Directors, <br />reiterated her concerns from the previous conditional use permit for <br />the mall area. She further indicated that the major concern with the <br />billiards hall would be the potential for loitering in the area. Mr. <br />Russ Johnson stated that he would not want to cause retirement people <br />any problems. He indicated that the full intent would be to work <br />with the people of the Guardian Angels on the noise issue. <br /> <br />There being no further comments from the public, Mayor Tralle closed <br />the public hearing. <br /> <br />e <br /> <br />Steve Bjork, Zoning Assistant, indicated that the Police Department <br />had reviewed the conditions set by the Planning Commission and felt <br />that they were adequate to control the operation. Councilmember <br />Schuldt questioned whether the Bull' s Eye operation was controlled <br />through a conditional use permit. It was indicated that Bull' s Eye <br />
