Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 7:00 p.m. by Mayor Tralle. <br /> <br />2. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />CARRIED 5-0. <br /> <br />CITY COUNCIL <br />THE MOTION <br /> <br />3. <br /> <br />Consider 12/11/89 City Council Minutes <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE 12/11/89 CITY COUNCIL <br />MINUTES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />4.1 <br /> <br />Zone Chan~e Request/Faith Fellowship/Public Hearin~ - ZC-89-003 <br /> <br />Steve Rohlf, Building and Zoning Administrator, introduced the <br />location of the property to the Council. He indicated that the <br />current site zoning is PUD and the requested zone change is from PUD <br />to R-2b townhouse/multifamily residential and also from PUD to C-3 <br />Highway/Commercial. Mr. Rohlf explained that Faith Fellowship's <br />original request was to have the eastern 100 feet of their lot zoned <br />R-2b to accommodate four unit townhouses and the remaining portion of <br />the lot to be zoned C-3 Highway/Commercial. He indicated that the <br />Planning Commission felt that the 100 feet was too narrow and would <br />not be an effective buffer from commercial activity to the adjacent <br />residential uses east of the property. He stated that the Planning <br />Commission recommended that the eastern 140 feet of the property be <br />zoned R-2b. <br /> <br />Rita Johnson, Planning Commission representative, indicated that the <br />Planning Commission was concerned about commercial traffic on Auburn <br />Street. She indicated that the Planning Commission felt no <br />
