THE MOTION CARRIED 5-0. <br /> <br />10.2. Community Survey <br /> <br />The City Administrator and Council reviewed the final version of the <br />community survey. The City Administrator indicated that the cost of <br />the survey is about $2,500 more than previously anticipated. He <br />indicated that if the Council approves the survey, it is anticipated <br />to begin the week of December 4, with the results to be available by <br />January 3. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE RESIDENTIAL SURVEY SUBMITTED <br />BY DECISION RESOURCES LIMITED AT A COST OF $9,990 WITH APPROXIMATELY <br />$3,000 OF THE TOTAL TO COME FROM THE CITY COUNCIL CONTINGENCY FUND IN <br />1990. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />10.3. Bud~et Distribution and Discussion <br /> <br />The City Administrator distributed the 1990 Proposed General Fund <br />Municipal Budget. He indicated that the public hearing will be held <br />on 12/11/89 at 8:00 p.m. at the Elk River Public Library. The City <br />Administrator indicated that the budget presented to the Council was <br />a balanced budget. The City Administrator also distributed a memo <br />which explains how the $70,150 budget deficit was eliminated. <br /> <br />10.4. Other Business <br /> <br />The City Administrator updated the City Council on the MacGibbon <br />lawsuit regarding the sidewalk on Main Street. He indicated that the <br />case did go to court, however, the Judge requested that the City and <br />MacGibbon resolve the matter out of court. The City Administrator <br />stated that the City's Attorney had worked with MacGibbon's Attorney <br />in an attempt to settle the case out of court, however, MacGibbon is <br />requesting $2,000 for the easement. The City Administrator indicated <br />that it is the City's position that they cannot pay $2,000 for the <br />easement if the easement is City property, therefore, the case must <br />be settled in court. The City Administrator indicated that the case <br />may, once again, go to court. <br /> <br />The City Administrator indicated that the Star News had approached <br />him regarding the City putting a half page Christmas ad in the <br />paper. After discussion of the matter, it was the consensus of the <br />Council to place a one-half page ad in the Star News paper which <br />would include a picture of the Councilmembers and a City Staff <br />directory. <br /> <br />11. <br /> <br />Check Re~ister <br /> <br />~ <br />
