Elk River Jaycees Gamblin~ License Application <br /> <br />Mayor Tralle indicated that the Elk River Jaycees have applied for a <br />Class B Gambling license to operate pull-tabs at Dick's Main Tap. He <br />further stated that the Jaycees are requesting the Council to waive <br />the 60 day waiting period for receiving a license from the State. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO WAIVE THE 60 DAY WAITING PERIOD FOR <br />THE ELK RIVER JAYCEES TO RECEIVE A CLASS B GAMBLING LICENSE TO <br />OPERATE PULL TABS AT DICK'S MAIN TAP. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5. Conditional Use Permit Request Saxon Motors/Public Hearin~ <br /> <br />Pat Klaers, City Administrator, stated th t Saxon Motors is proposing <br />to build an addition to the building the lease for their car sales <br />operation located at 17038 Highway 10. Mr. Klaers noted that the <br />Planning Commission reviewed the site plan in great detail and <br />weighed the request against the seven standards required for a <br />conditional use permit. <br /> <br />Mr. Al Nadeau, Planning Commission Repr sentative, stated that the <br />Planning Commission recommended approva of the conditional use <br />permit request with six stipulations. <br /> <br />Mayor Tralle opened the public hearing. <br />against the matter, Mayor Tralle closed th <br /> <br />There being no one for or <br />public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST BY SAXON MOTORS TO BUILD AN AD ITION TO THEIR BUILDING IN <br />ORDER TO EXPAND THEIR CAR SALES OPERATION LOCATED AT 17038 HIGHWAY 10 <br />WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT SAXON IDENTIFIES 41 PARKING STALLS BY STRIPPING THEM FOR <br />CUSTOMER AND EMPLOYEE PARKING WHICH SHALL INCLUDE THE HANDICAP <br />PARKING STALLS. THESE PARKING STALLS MUST BE KEPT FREE OF <br />VEHICLES OFFERED FOR SALE AND FURTHER THE LOCATION OF THE <br />STALLS MUST BE APPROVED BY CITY STAFF. <br /> <br />2. THAT SAXON PROVIDE A SCREENED DUMPSTER AS SHOWN IN THE SITE <br />PLAN. <br /> <br />3. THAT THE DEBRIS ALONG THE WEST SIDE OF THE PROPERTY BE CLEANED <br />UP. <br /> <br />4. <br /> <br />IF A CROSS OVER BETWEEN THE TWO LANES OF HIGHWAY 10 IS PROVIDED <br />IN THE FUTURE ADJACENT TO 170TH AVENUE, THAT SAXON MOTORS <br />PROVIDE AN ACCESS TO 170TH AVENUE SO THEIR CUSTOMERS AND <br />EMPLOYEES CAN UTILIZE THE CROSS OVER. <br /> <br />5. <br /> <br />ELIMINATE THE PARKING OF VEHICLES ON THE GRASS AREAS. <br /> <br />~ <br />
