Steve Rohlf. indicated that the Elk <br />River Landfill has made application to dispose of contaminated soil and <br />indicated that staff is viewing this disposal as an industrial waste <br />which is considered a co-disposal. Mr. Rohlf indicated that Mr. Kreger's <br />long term plan for the contaminated soil is to thermally condition it in <br />a burner. He stated that the burner will treat the contaminated soil and <br />further that the burner would be required to go through an approval <br />process to modify the license and conditional use permit for the <br />Landfill. The City Council indicated that it was reluctant to give <br />approval to the co-disposal for the Landfill and further that they were <br />definitely against any type of burner to treat the co-disposal. <br /> <br />5.10 True Value Update <br /> <br />Steve Rohlf indicated that he has been approached by the owner of the Elk <br />River True Value hardware store. He stated that the owner is requesting <br />an extension of the conditional use permit for the construction of a <br />building in which to store lumber on the site. He indicated that the <br />owner of the True Value hardware site does not own the parcel of land in <br />which the building is to be constructed and therefore he is having <br />problems in getting the building constructed. He noted that the owner <br />is requesting a two year extension on the conditional use permit and <br />further that during the two year interim a temporary storage facility <br />would be constructed for the storage of the lumber. The Council <br />discussed the fact that approval was given in 1987 for the construction <br />of the building and that no progress has been made so far. Discussion <br />was further held regarding the Mork Clinic which will be located in the <br />general vicinity and the fact that this may possibly generate a different <br />type of business in the area which would not be compatible with a lumber <br />yard. It was the consensus of the Council to allow the owner of True <br />Value hardware to request or approach the Council for a request for <br />extension of the conditional use permit. <br /> <br />6.1 <br /> <br />Discussion Regarding Environmental Staff Position Recommendation <br /> <br />The City Administrator indicated that the Council has previously <br />discussed the funding for a Recycling or Environmental Coordinator which <br />would be funded through Landfill abatement funds. He indicated that the <br />Building and Zoning Administrator has drafted a job description for a <br />Recycling Coordinator. The City Administrator indicated that during the <br />time that the City has been working on a job description for a Recycling <br />Coordinator; it has been brought to the City's attention that the County <br />may be working on a similar program. <br /> <br />Steve Rohlf. Building and Zoning Administrator. stated that the County <br />Recycling Task Force may recommend to the County Board the hiring of a <br />County Recycling Coordinator. Steve Rohlf indicated that it would make <br />sense to work together with the County in the hiring of one person which <br />would be used throughout the County. The City Administrator stated that <br />if the County was not going to consider hiring such a person for another <br />year or two. it would be to the City's best interest to hire their own <br />employee. However. if the County would be considering this position <br />within the next six months. the City could consider working with the <br />County. <br />
