<br />Page 2 <br /> <br />City Council Minutes <br />October 16. 1989 <br /> <br />e <br /> <br />Mrs. Matineau also stated that she had a problem with the snowplow in the <br />winter. She indicated that their side of the street receives most of the <br />plowed snow and questioned whether the plowing could be done in another <br />manner so as to distribute the snow more evenly and not totally block up <br />their driveway. Vice Mayor Schuldt stated that the matter would be <br />referred to the Street Superintendent. <br /> <br />4.1 Consider Resolution Ordering East Highway 10 Preliminary Feasibility <br />Study <br /> <br />Terry Maurer. City Engineer. stated that at the City Administrator's <br />request. the east Highway 10 area is being considered for a feasibility <br />study for the extension of municipal improvements. The City Engineer <br />indicated that the estimated cost for the feasibility study would be <br />$7500 with the assumption that the City will acquire the aerial and <br />topographical photography for the area. Mr. Maurer stated that the <br />feasibility study would consider the extension of sanitary sewer. storm <br />sewer and water to east Highway 10 between Highway 169 and 165th Street. <br />Vice Mayor Schuldt questioned whether the feasibility study should <br />include the area south of 165th Avenue. He stated that although Kelley <br />Farm would probably never change or use City services. Cargill on the <br />other hand could possibly change within the next 10 or 20 years and <br />request City services. The City Engineer indicated that he could include <br />this in the feasibility study if it was the desire of the Council. <br /> <br />e <br /> <br />COlJNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 89-62. A RESOLUTION <br />ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE EAST TRUNK <br />HIGHWAY 10 IMPROVEMENT OF 1989. COUNCILMEMBER DOBEL SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />4.2 <br /> <br />Update on Tyler Street Improvement Project <br /> <br />The City Engineer informed the Council that the Tyler Street improvement <br />project was on schedule. He indicated that the curb and gutter has been <br />completed and that the driveways are now being filled. He stated that <br />the remainder of the Class 5 will be put down this week and also that the <br />remainder of the blacktop will go down next week and that the final lift <br />of blacktop will be put on next year. <br /> <br />4.3 Review of Draft Letter to Western Area Citizens <br /> <br />The City Administrator stated that last week a draft letter had been <br />submitted to the Council informing citizens in the western area of Elk <br />River of the status of utility extensions to that area of the City. He <br />stated that he was waiting to receive comment from the Council regarding <br />the letter prior to sending the letter to the western area citizens. The <br />Council found the draft letter acceptable and made no further comments <br />regarding the letter. <br /> <br />e <br /> <br />4.4 Other Business <br /> <br />The City Engineer updated the Council on the Jarvis railroad crossing and <br />the progress made with the Minnesota Department of Transportation <br />regarding this crossing.
