THE DEVELOPER HAS A ONE YEAR COMPLETION DATE FROM THE DATE OF FINAL PLAT APPROVAL BY THE COUNCIL TO COMPLETE THE IMPROVEMENTS IN THE PLAT. 8. THAT ArTBR THE IMPROVEMENTS ARE ACCEPTED BY THE CITY. A WARRANTY BOND IS ESTABLISHED FOR A ONE YEAR PERIOD IN THE AMOUNT OF 25% OF THE LETTER OF CREDIT AMOUNT. 9. THAT THE DEVELOPER ENTER INTO A DEVELOPERS AGREEMENT WHICH INCLUDES 'rill S'rlPtJLATIONS or THE COUNCIL'S APPROVAL PRIOR TO RECORDING THIS PLAT. 10. 'rHA'r ONl STUET LIGHT SHOULD BE REQUIRED IN THIS PLAT WHICH WOULD BE LOCATED AT THE INTERSECTION OF 190TH AND THE PROPOSED ROAD IN THE PLAT. COUNCILMlMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. e 9.9 Review of Request for Proposals for PUD's Mayor Tralle indicated that the City has drafted a Request for Proposals for PUD's located within the city limits. He stated that the City is seeking to hire a planning consulting firm to look at base maps including natural features; development constraints. vegetation. etc.; land use guide plans to guide land use patterns and decision making; transportation and circulation plans; and design criteria. Mayor Tralle indicated that the areas requested to be looked at are: west end PUD; trunk highway 169-193rd Avenue; trunk highway 169-County Road 12; trunk highway 169-U.S. Highway 10. The Council discussed the area of Trunk Highway 169 and U.S. Highway 10 It was the consensus of the Council that Trunk Highway 169 and U.S. 10 be looked at to the eastern boundary of Elk River and further that a map be included with the Request for Proposal and also if any of the Council had any changes they would like to see in the wording of the proposal that they contact City Hall within 48 hoursa.nd if no other changes were proposed that the Request for Proposals would be sent out. 9.10 Review of Billboard Ordinance e Mayor Tralle indicated that City Staff was requested to prepare an ordinance requiring that a moratorium be put on issuance of sign permits for billboards within the City of Elk River until the City has had a chance to review their sign ordinance regarding billboards. COUNCILMEMBER SCHULDT MOVED TO ADOPT ORDINANCE 89-12. A ORDINANCE ORDERING A MORATORIUM ON THE ISSUANCE OF SIGN PERMITS FOR ADVERTISING SIGNS FOR THE CITY OF ELK RIVER. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0.
