<br />Page 10 <br /> <br />City Council Minutes <br />July 17, 1989 <br /> <br />e <br /> <br />Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 89-49. A RESOLUTION <br />FOR VACATING AN EASEMENT FOR ROADWAY AND UTILITY PURPOSES WITH THE <br />STIPULATION THAT THE EASEMENT IS VACATED UPON THE RECORDING OF THE PLAT <br />OF DEERFIELD IV ESTABLISHING THE NEW ROAD RIGHT-OF-WAYS. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />9.7 Private Road by Gene Vassar <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that Jeff <br />Vassar, son of recently deceased Gene Vassar, was requesting a private <br />road. He stated that Jeff's mother, Fran, is interested in splitting the <br />property. He indicated that the lot split proposed would meet all City <br />ordinances and all DNR regulations except for being accessed by a city <br />street. He stated that the request before the Council is not a lot split <br />but to consider the possibility of accessing these lots from a private <br />road. He further indicated that he felt this was a unique situation and <br />therefore possibly warranted a private road approval by the Council. <br /> <br />e <br /> <br />The Council reviewed the four standards to consider when reviewing <br />private road requests. Councilmember Dobel indicated that he felt it was <br />a unique situation and that there was no way that the City would want to <br />make this a city street. Mayor Tralle also indicated that the uniqueness <br />of the situation would allow a private road in this area. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE A PRIVATE ROAD REQUESTED BY JEFF <br />VASSAR. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4- <br />o. <br /> <br />9.8 Final Plat Review of the Plat of Oak Hollow by Chris Bulow <br /> Steve Rohlf, Building and Zoning Administrator, indicated that Chris <br /> Bulow is proposing a four lot plat served by private septic system and <br /> wells located within an R-lb area. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE FINAL PLAT OF OAK HOLLOW WITH <br />THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE REVI SED DRAINAGE PLAN BE APPROVED BY TERRY MAURER, CITY <br />ENGINEER. FURTHER, THAT THE DRAINAGE PLAN REFLECT DRAINAGE FROM THE <br />HOUSE SITES TO THE STREET FLOW TOWARD THE STREET. ALSO, THAT A <br />SEPARATE EASEMENT FOR THAT PART OF THE HOLDING POND THAT IS NOT <br />WITHIN THE PLAT BE RECORDED SIMULTANEOUSLY WITH THE PLAT. LASTLY. <br />THAT THE MAXIMUM SLOPE OF THE HOLDING POND BE 5 TO 1. <br /> <br />2. THAT THE EXISTENCE OF THE PROPOSED FUTURE LOT SPLITS (THE OVERLAY) <br />IS RECORDED ON THE INDIVIDUAL LOTS WITHIN THE PLAT. <br /> <br />3. <br /> <br />THAT THE DEVELOPER PAY $1,050.00 IN PARK DEDICATION FEES FOR THE <br />THREE ADDITIONAL BUILDING SITES CREATED. <br /> <br />e <br /> <br />4. THAT THE DEVELOPER REIMBURSE THE CITY FOR ENGINEERING, LEGAL AND <br />STArF TIME FOR REVIEWING THIS PLAT. <br />
