Chamber Requests for Christmas Lights <br /> <br />Mr. Fred Watts indicated that he was representing the Chamber of <br />Commerce. He stated that they are trying to get some type of Christmas <br />decorations organized to put on the old City Hall building. Mr. Watts <br />stated that they are looking at the possibility of a large tree on the <br />building with some type of lights and a banner. He stated that he is <br />requesting permission from the Council for the project and also for any <br />possible help or funds in which the City could lend. Mayor Tra11e <br />indicated that Mr. Watts could contact the Street Superintendent, Phil <br />Ha1s, for any help he may need in putting the project together. <br /> <br />COUNCIL MEMBER KROPUENSKE MOVED TO GRANT PERMISSION TO THE CHAMBER or <br />COMMERCE TO DECORATE OLD CITY HALL DURING THE HOLIDAY SEASONS AND fURTHER <br />TO AUTHORIZE EXPENDITURE OF UP TO $1.000 TO THE CHAMBER OF COMMERCE '1'0 B! <br />USED EXCLUSIVELY FOR CHRISTMAS DECORATIONS AND LIGHTING AT OLD CITY HALL <br />ON A DOLLAR FOR DOLLAR BASIS. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.3. Bill Pollard Petition <br /> <br />e <br /> <br />Mr. Bill Pollard presented the City Council with a petition which stated <br />"We, the undersigned residents of the City of Elk River, do hereby <br />petition the City Council to do all that they can to complete the <br />pedestrian sidewalk in the 1500 block of Main Street. We feel it is an <br />unnecessary danger to the public. a public nusiance and an eye sore." <br />Mr. Pollard stated that the petition had 49 signatures. <br /> <br />Pat K1aers. City Administrator indicated that he has been working with <br />the City Attorney regarding this matter. He indicated that the <br />Attorneys are working on the case at the present time and that he is <br />unsure as to whether or not the matter will be solved prior to winter. <br />He indicated that he was aware of the citizens concern and that he <br />realizes the nusiance created by the unfinished sidewalk and that he will <br />inform the Council of any progress on the matter. <br /> <br />4.4. Main Street Video <br /> <br />The Council recessed for 10 minutes to view a Main Street video in the <br />Police Department at 8:40 p.m. <br /> <br />4.5. Lori Johnson Update <br /> <br />Lori Johnson, Finance Director indicated that the financing of the lease <br />purchase plan for the Fire Department expansion would be about $335.000. <br />She stated that $170.000 will come in upfront cash from the Liquor Store <br />Reserve Fund and the rest will be financed through a lease/purchase plan <br />with an annual payment made by the Liquor Store. She indicated that she <br />sent out proposals to six different firms and received four. She <br />indicated that she requested in the proposals that the amount be from <br />4It $27.000 to $30,000 per year with a seven to ten year term. She indicated <br />
