Ms. Johnson indicated that the owner of this parcel is stating that the parcel is located by the peat bog and is undeveloped and unused except for occasional storage. She indicated that he is requesting that it be deferred from the assessment until developed. COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 89-37, A RESOLUTION DEFERRING ASSESSMENT ON PARCEL 115-000-342306 UNTIL SUCH TIME AS THE PROPERTY IS DEVELOPED.. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 9.1. Summer Party Guidelines Tom Zerwas, Police Chief, indicated that he has drawn up a contract for Broadway Bar and Pizza's summer parties which state the rules and regulations that they must follow during such summer parties. He indicated that he has spoken with the owner of Broadway Bar and Pizza and has informed him that he will be criminally responsible during summer party events. He stated that he has made Mr. Kurth aware of the Council's concerns and has informed him that if there are problems resulting from the summer parties that the Council will take further action. e It was the Council consensus that the Broadway Bar and Pizza's summer party rules and regulations were acceptable provided they are approved by the City Attorney. 9.2. Certificate of Correction to Plat The City correction 1984 the indicated action on Administrator indicated that John Oliver is requesting a to the plat of Camp Cozy 5th Addition. He indicated that in plat was approved and contained a measurement error. He that the City staff is recommending that the Council take the correction. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CERTIFICATE OF CORRECTION TO THE PLAT OF ELK RIVER TOWNSHIP ROAD RIGHT-OF-WAY PLAT :fI1. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 9.3. Chris Zerwas Representing Elk River Jaycees Chris Zerwas approached the Council and indicated that she was representing the Elk River Jaycees. Ms. Zerwas stated that the Elk River Jaycees are sponsoring the first Miss Elk River Pageant and that the candidate is going to be competing in the Miss Minnesota Pageant. She indicated that the Elk River Jaycees are requesting the Council to set an example of giving support to the Miss Elk River Pageant. e COUNCILMEMBER KROPUENSKE MOVED TO DRAFT A PROCLAMATION IN REGARDS TO THE MISS ELK RIVER PAGEANT AND ALSO TO SEND THE MISS ELK RIVER CANDIDATE FLOWERS DURING HER. STAY IN AUSTIN WHILE IN THE MISS MINNESOTA PAGEANI'. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0.
