He indicated that although the <br />density is too dense for his own personal preference. he does not feel it <br />is appropriate to not allow the plat due to his own personal preference. <br />He stated that the cluster home is a good compromise to the townhomes. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />COUNCILMEMBER SCHULDT VOTED AGAINST THE MOTION. <br /> <br />THE MoTION CARRIED 4=1. <br /> <br />4.10.Zone Change for Area 3 by the City of Elk River/Public Hearing <br /> <br />Mayor Tralle stated that Area 3 is the last of thirteen areas identified <br />by the Growth Management Task Force to be considered for possible zone <br />changes to accommodate future industrial and commercial growth in the <br />City. He further noted that this area was considered and tabled at the <br />December 19. 1988. City Council meeting because the residents of the area <br />requested time to consider proposals on their property for development. <br /> <br />The Building and Zoning Administrator indicated that the current zoning <br />for Area 3 is C/2 except for two lots in the southwest corner which are <br />zoned R-1C. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />e <br /> <br />Lester Anderson <br />different zones. <br />meeting. <br /> <br />stated he does not <br />He requested that <br /> <br />want <br />this <br /> <br />his property divided by <br />be continued to a future <br /> <br />Dan Anderson stated he would also like to see the zone change continued. <br /> <br />Councilmember Kropuenske stated that the City put many months into the <br />Growth Management plan and feels that the Area 3 zone change should be <br />acted on. He indicated that if the property owners wish. at a future <br />date. they can petition to rezone the area. <br /> <br />Councilmember Schuldt agreed with Councilmember Kropuenske. <br /> <br />Planning Commission representative. Bob Morton. stated that the Planning <br />Commission recommended that the lots abutting Main Street east of Lowell <br />be zoned C-1 and the lots south of those lots to the Mississippi River be <br />zoned R-2b. <br /> <br />Councilmember Kropuenske stated that rezoning the entire area C-1 would <br />be an alternative because eventually this area will all be commercial. <br />He stated he would not like to see the area split by different zones. He <br />further indicated he has heard no negative comments from the residents. <br /> <br />e <br /> <br />Following Council <br />residential lots <br /> <br />discussion it was the consensus to rezone the <br />C-2 and the remaining lots presently zoned C-2. C-1. <br /> <br />The Building and Zoning Administrator stated that the staff concern with <br />an all commercial zoning would be streets and utilities. He stated that <br />this could. however. be adressed through improvements. <br />
