City Engineer Policy for Urban Improvement Projects <br /> <br />The City Engineer submitted a proposal to the Council which would require <br />urban developers to use the City Engineer in lieu of their own engineer. <br />He stated that several problems arise by allowing developers to use their <br />own engineer. some of which are efficiency; coordination of projects; <br />compliance to City and State laws; less City Staff involvement; overall <br />scope; and interest conflict. <br /> <br />COtJNCILMKMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 89-12. A RESOLUTION <br />ADOPTING CERTAIN POLICIES REGARDING ENGINEERING SERVICES. COUNCILMEMBER <br />DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.9. Central Business District Riverbank Erosion Update <br /> <br />The City Engineer indicated that he has contacted a number of agencies to <br />inquire about programs that help fund erosion control projects along <br />river banks. He indicated that the only program that could possibly help <br />fund an erosion control project is coordinated by the Sewer and Water <br />Conservation District. He further indicated that applications for this <br />program are due by April 1. 1989. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE CITY ENGINEER TO FOLLOW <br />UP ON THE POSSIBILITY OF RECEIVING MONEY FOR RIVERBANK EROSION SOLUTIONS. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.10.Waco Street Bridge Discussion (North of Highway 10) <br /> <br />Terry Maurer. City Engineer. stated that he has been checking into the <br />possibility of future available funding for the construction of a bridge <br />over the Elk River at Waco Street. He stated that there would possibly <br />be some MSA funding for this bridge. It was the consensus of the City <br />Council that this bridge was needed. <br /> <br />COUNCILMEMBER DOBEL MOVED TO DIRECT THE CITY ENGINEER TO INVESTIGATE THE <br />COST OF CONSTRUCTING A BRIDGE AT WACO STREET OVER THE ELK RIVER. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.11."Dam" Bridge Update <br /> <br />The City Engineer informed the Council that the Sherburne County <br />Historical Society has requested to qualify the bridge at Main Street and <br />Orono Road as a Historical bridge and would. therefore. like the bridge <br />preserved. The City Engineer stated that the bridge is in very poor <br />condition and stated that it should be rebuilt. He indicated he and Phil <br />Hals. Street Superintendent. would be doing some investigation into this <br />matter and would be contacting the Historical Society with their <br />findings. <br /> <br />e 6.1. Call Special City Council Meeting <br /> <br />The City Administrator indicated that due to the agenda being completed <br />at this meeting. there was no need to call for a special Council meeting <br />to finish this agenda. <br />
