Call Meetin~ to Order <br /> <br />Pursuant to due call and notice thereof, the meeting of Elk River City <br />Council was called to order at 7:00 p.m. by Mayor Tralle. <br /> <br />2. Consider 10/22/90 City Council A~enda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 10/22/90 CITY COUNCIL <br />AGENDA. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />3. <br /> <br />Consider 10/15~City Council Minutes <br /> <br />COUNCILMEMBER KROPUENSKE MOVED: TO APPROVE THE 10/15/90 CITY COUNCIL <br />MINUTES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />4. !>pen Mike <br /> <br />No one appeared for this item. <br /> <br />5.1. Special Assessment Reapportionments <br /> <br />Lori Johnson, Finance Director, informed the Council that each time a <br />parcel of property with special assessments is subdivided or split, the <br />special assessments must be reapportioned by the Council. She <br />indicated that there are two reapportionments, one in Knollwood, and <br />one in Bailey Beck addition. Lori Johnson informed the Council that <br />once the Council approves the reapportionment, the land owners have 30 <br />days to appeal. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE SPECIAL ASSESSMENT <br />REAPPORTIONMENT FOR PROPERTY OWNED BY TOM AND CAROL WILEY AND ALSO THE <br />REAPPORTIONMENT FOR SEVERAL LOTS WITHIN THE BAILEY BECK PLAT. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Ms. Johnson indicated that the lots owned by the Wiley's contained an <br />assessment for the 1989 Knollwood improvements and the lots located <br />within the Bailey Beck plat contained assessments for the 1988 Main <br />Street Sanitary Sewer Improvement project and the Orono Dam Improvement. <br />
