City Council Minutes June 18, 1990 Page 2 e 5.2 Consider Transient Merchant License for Steven Ulm/P.H. The City Clerk informed the Council that Mr. Steven Ulm has made application for a transient merchant license to sell educational books door to door within the City of Elk River. She stated that Mr. Ulm is employed by the Southwestern Book Company. Councilmember Schuldt stated that he does not like the idea of door to door selling as it is an imposition on homeowners. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE TRANSIENT MERCHANT LICENSE FOR STEVEN ULM TO SELL BOOKS DOOR TO DOOR IN THE CITY OF ELK RIVER. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-1. Councilmember Schuldt opposed. 5.3 Consider Temporary License for Lion's_Club Sherburne Coun~aiK COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE REQUEST FROM THE BIG LAKE LIONS CLUB FOR A TEMPORARY ON-SALE NON-INTOXICATING MALT LIQUOR LICENSE AT THE SHERBURNE COUNTY FAIRGROUNDS DURING THE FAIR FROM JULY 19 THROUGH JULY 22. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.4 parti~l Pay Estimat~5 for Tyler Street e COUNCILMEMBER DOBEL MOVED TO APPROVE PARTIAL PAY ESTIMATE #5 IN THE AMOUNT OF $3,855.30 TO BUFFALO BITUMINOUS FOR WORK ON THE TYLER STREET PROJECT. eOUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.5 Approval to Prepay Industrial Park Taxable Tax Increment Bond Lori Johnson, Finance Director, indicated that in December of 1987, the City issued $140,000 of Taxable Tax Increment Bonds at 10.75% interest for the Industrial Park improvements. She indicated that because the City is paying interest at a higher rate than it is earning, it is to the Ci ty' s advantage to prepay this issue as long as the funds are available. Lori stated that there is currently $84,000 of outstanding principal on this issue and that the cash balance of the Tax Increment Financing 1 and 3 Debt Service Account is $328,000. She indicated that there is adequate increment available to prepay this issue. COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE PREPAYMENT OF INDUSTRIAL PARK TAXABLE TAX INCREMENT BOND. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6.1 Easement Vacation by Barthel Construction/P.H. e Mayor Tralle indicated that Barthel Construction is requesting vacation of a portion of 6th Street adjacent to the east of Proctor Avenue and north of Highway 10. He stated that staff has encouraged the petitioner to delay this request until such time that it could possibly be coordinated with the upgrading of Proctor Avenue.
