<br />City Council Minutes <br />June 18, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />5.2 Consider Transient Merchant License for Steven Ulm/P.H. <br /> <br />The City Clerk informed the Council that Mr. Steven Ulm has made <br />application for a transient merchant license to sell educational books <br />door to door within the City of Elk River. She stated that Mr. Ulm is <br />employed by the Southwestern Book Company. <br /> <br />Councilmember Schuldt stated that he does not like the idea of door to <br />door selling as it is an imposition on homeowners. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE TRANSIENT MERCHANT LICENSE <br />FOR STEVEN ULM TO SELL BOOKS DOOR TO DOOR IN THE CITY OF ELK RIVER. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-1. <br />Councilmember Schuldt opposed. <br /> <br />5.3 Consider Temporary License for Lion's_Club Sherburne Coun~aiK <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE REQUEST FROM THE BIG LAKE <br />LIONS CLUB FOR A TEMPORARY ON-SALE NON-INTOXICATING MALT LIQUOR LICENSE <br />AT THE SHERBURNE COUNTY FAIRGROUNDS DURING THE FAIR FROM JULY 19 <br />THROUGH JULY 22. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />5.4 parti~l Pay Estimat~5 for Tyler Street <br /> <br />e COUNCILMEMBER DOBEL MOVED TO APPROVE PARTIAL PAY ESTIMATE #5 IN THE <br />AMOUNT OF $3,855.30 TO BUFFALO BITUMINOUS FOR WORK ON THE TYLER STREET <br />PROJECT. eOUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />5.5 Approval to Prepay Industrial Park Taxable Tax Increment Bond <br /> <br />Lori Johnson, Finance Director, indicated that in December of 1987, the <br />City issued $140,000 of Taxable Tax Increment Bonds at 10.75% interest <br />for the Industrial Park improvements. She indicated that because the <br />City is paying interest at a higher rate than it is earning, it is to <br />the Ci ty' s advantage to prepay this issue as long as the funds are <br />available. Lori stated that there is currently $84,000 of outstanding <br />principal on this issue and that the cash balance of the Tax Increment <br />Financing 1 and 3 Debt Service Account is $328,000. She indicated that <br />there is adequate increment available to prepay this issue. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE PREPAYMENT OF INDUSTRIAL <br />PARK TAXABLE TAX INCREMENT BOND. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.1 <br /> <br />Easement Vacation by Barthel Construction/P.H. <br /> <br />e <br /> <br />Mayor Tralle indicated that Barthel Construction is requesting vacation <br />of a portion of 6th Street adjacent to the east of Proctor Avenue and <br />north of Highway 10. He stated that staff has encouraged the <br />petitioner to delay this request until such time that it could possibly <br />be coordinated with the upgrading of Proctor Avenue. <br />
