Lori Johnson stated that <br />because of the way vacation time is earned, employees would be unable <br />to take even a two week vacation in the first several months of each <br />year because they would not have accumulated enough hours unless they <br />were allowed to carryover sufficient vacation time from the previous <br />year. After further discussion, the Council concurred with Ms. Johnson. <br /> <br />SiQk Ti!De <br /> <br />The use of sick time and the accumulation rate of sick time was <br />discussed. Mayor Tralle indicated that the City's current policy of 12 <br />accumulated sick days per year was too lenient. The Council discussed <br />the use of sick time for caring for sick children and whether it would <br />be better to use personal leave days for this type of occurrence. <br />Discussion was also held regarding whether the City should allow for <br />family emergency days. It was the consensus of the Council to have <br />staff research this matter further and bring the matter back to the <br />Council at a later date. <br /> <br />It was the consensus of the City Council to allow Staff and consultant <br />to further revjew the proposed personnel ordinance and to consider <br />further options in sections of the ordinance and then return the item <br />to the City Council at a future date. <br /> <br />7. Oth~r Business <br /> <br />Mayor Tralle reviewed with the Council the Planning Commission Rules <br />and Procedures. He indicated that he was unsure as to whether the <br />Planning Commission had the authority to authorize the Rules and <br />Procedures. He further indicated that the Planning Commission is an <br />advisory board and that they should not be adopting their own rules and <br />procedures, but that they should be recommending them to the Council <br />for Council consideration. Mayor Tralle also commented on the work <br />schedule which the Planning Commission has laid out for the Building <br />and Zoning Department. He indicated that he is uncertain if this is <br />the job of the Planning Commission. He stated that the Building and <br />Zoning Department is not just responsible to the Planning Commission. <br />He commented on the ambitiousness of the schedule and the fact that <br />accomplishment of the schedule will require more money than has been <br />budgeted and further that the City Council is responsible for the City <br />Budget. After discussion by the Council regarding these items, it was <br />the consensus that the Mayor will meet with the Planning Commission <br />Chair in order to discuss these matters, and that if the need arises, <br />the Chair will meet with the Council to clarify the Planning <br />Commission's intentions. <br /> <br />9.
