Other Business <br /> <br />Pat Klaers distributed a letter from Patchin and Associates regarding <br />the Westwood Subdivision area appraisal fee estimate. Mr. Klaers <br />indicated that the City Council has ordered an appraisal of the <br />Westwood Subdivision area for the improvement project. He stated that <br />he has received a quote from Patchin and Associates of $9,700 for this <br />appraisal. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE PATCHIN AND ASSOCIATES TO DO <br />AN APPRAISAL OF THE WESTWOOD SUBDIVISION AREA AT A FEE NOT TO EXCEED <br />$9,700. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Pat Klaers informed the Council that the regional recreational director <br />employee, as proposed by the Community Education Department (ISO #728), <br />is moving forward. He indicated that it is planned for the employee to <br />start in March, 1992. <br /> <br />Pat Klaers distributed a map of the Westwood area for Council <br />information and also two letters from property owners in that area <br />requesting to be omitted from the project. <br /> <br />5. <br /> <br />Redistrictin~ Work Session <br /> <br />The City Clerk indicated that she had redrawn three redistricting <br />maps. She stated that at the October 17 Council meeting, the Council <br />requested certain concerns to be considered when drawing the maps. She <br />indicated that these revisions attempt to eliminate the cutting of some <br />neighborhoods and to keep the downtown in one Ward and also to keep the <br />northern portion of the City in one Ward. <br /> <br />The Council again discussed the cutting of neighborhoods by Ward <br />lines. It was the feeling of the Council that this was undesirable. <br />The City Clerk explained that it would be virtually impossible to <br />eliminate all cutting of neighborhoods by Ward lines. She indicated <br />that neighborhoods are usually used as census blocks and Ward lines are <br />drawn around census blocks. Councilmember Holmgren indicated that he <br />would rather see County Road 13 as a Ward line instead of using Tyler <br />Street. The City Clerk indicated that moving the Ward line on redraft <br />#3 from Tyler Street to County Road 13 would not work because of the <br />number of people living between County Road ] 3 and Tyler Street. She <br />indicated that this would make the Wards uneven. <br /> <br />Councilmember Holmgren also indicated that he felt the population <br />numbers in redraft #3 were uneven. The City Clerk indicated that Wards <br />2, 3, and 4 were very close but Ward 1 was lower. She indicated that <br />this was intentional due to the fact that Ward 1 has the most potential <br />growth and the City is anticipating this Ward growing the fastest. <br />
