He stated that <br />$40,000 of this increase is planned for funds to help finance the new <br />Ci ty Hall facility. He further indicated that the Liquor Store <br />continues to be a profitable operation for the City. <br /> <br />Garbage/Recycling Program Budget Pat Klaers <br />projected 1992 revenues for customer charges, <br />interest income are sufficient to cover expenses. <br /> <br />indicated that the <br />late penalties and <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 1992 ENTERPRISE BUDGETS. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3. LiQuor Store Consultant Quote <br /> <br />The City Administrator indicated that he has received a quote from <br />Maxfield Research Group for work related to analyzing when a second <br />liquor store is necessary and which are the most appropriate sites on <br />west Highway ] 0 for a second 1 iquor store. He stated that the Ci ty <br />rejected the first quote because it was too high and has been presented <br />with a revised estimate from Maxfield. Pat indicated that the revised <br />estimate for the work is $4,935. Discussion was held by the Council <br />regarding the necessity of the services provided by Maxfield Research <br />Group. Councilmember Kropuenske indicated that it is not essential <br />that a decision be made in the next 12 months whether or not the City <br />needs a second liquor store. <br /> <br />Mayor Tralle indicated that he did not feel the $5,000 expenditure is <br />appropriate as this issue may not be a reality for the next four to <br />five years. Councilmember Holmgren concurred. <br /> <br />It was the consensus of the City Council to put this item on hold and <br />reconsider it in a year or more. <br /> <br />4.4. Appraisal for Main Street/Hi Ithway 169 Intersection and Nord Property <br />Quote <br /> <br />Pat Klaers indicated that he has received a quote from Panger/Benson <br />Appraisal Firm for work at the Main Street/Highway 169 intersection and <br />for the Nord property adjacent to Woodland Trails Park. He indicated <br />that the quotation for this work is $4,400. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CONTRACT WITH PANGER/BENSON APPRAISAL <br />FIRM FOR THE MAIN STREET/HIGHWAY 169 INTERSECTION PROJECT AT $3,900. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />It was the consensus of the Elk River City Council to hold off on a <br />formal appraisal for the Nord property and to begin discussions with <br />the property owners at a staff level. <br />
