<br />City Council Minutes <br />November 6, 1991 <br /> <br />Page 2 <br /> <br />. <br /> <br />Vice Mayor Schuldt opened the public hearing. <br /> <br />Mr. Brady questioned whether the Council would discuss his appeal. Mr. <br />Brady indicated that he has no current plans to develop his property or <br />to use sanitary sewer facilities which are being constructed. He <br />questioned why the City was requiring him to pay an assessment to bring <br />utilities to his property when he did not request it. Mr. Brady also <br />indi cated that there are also other areas wi thin that sewer district <br />that are not being required to hook up or pay assessments at this <br />time. He stated he wanted to be treated the same as those areas and <br />not be required to hook up to sewer until he requests it. <br /> <br />The City Administrator explained that the other parcels of property are <br />in a different situation as they will need a trunk line extended to <br />thei I' property when they develop the property. He indicated that the <br />Brady's property will not need a trunk line extension as this is the <br />project being proposed at the present time. Vice Mayor Schuldt noted <br />that both Brady and Oliver had submitted letters of appeal. <br /> <br />Mr. Jim Nord, 19806 Elk Lake Road, requested that his assessment be <br />based on a ten year term as opposed to a five year term. <br /> <br />There being no further comments, Vice Mayor Schuldt closed the public <br />hearing. <br /> <br />. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 91-64, A RESOLUTION <br />ADOPTING THE FINAL ASSESSMENT ROLL FOR COUNTY STATE AID HIGHWAY #1 <br />ELEMENTARY SCHOOL PRO,JECT INCLUDING THE REDUCED ACREAGE OF 4.1 ACRES <br />FOR THE OLIVER PROPERTY AND THAT THE ASSESSMENT TERM FOR ALL OF THE <br />NORD PROPERTY RUN FOR TEN YEARS. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />Pat Klaers, City Administrator, reviewed the assessment appeal process. <br /> <br />The Council recessed at 7:35 and reconvened at 7:45. <br /> <br />4. <br /> <br />Zack .Johnson and Kevin Conley, EOS Architecture, were present to review <br />the City Hall/Police Station Facility plans. Invited to hear this <br />review was the Community Center Task Force, the Economic Development <br />Authority, the Planning Commission, Utili ties Commission and Park and <br />Recreation Commission. Zack Johnson gave a review of how the plans <br />have evolved to this point. Zack Johnson indicated that Kevin Conley <br />would be reviewing Phase I of the plan which includes the City Hall and <br />Po Ii ce Station. He indicated that the overall plan would include the <br />community center complex which was discllssed and proposed by the <br />Communi ty Center Task Force. He stated that this project COll ld take <br />place within a ten to fifteen year period. <br /> <br />. <br /> <br />Kevin Conley reviewed the site plan and the time frame for the <br />project. He reviewed the site development for the future master plan. <br />Kevin a] so reviewed the exterior views and floor plan of the City <br />Hall/Pol ice Station faei Ii ties. Terry Maurer, City Engineer, reviewed <br />the proposed improvements in that area which includes the realigning of <br />Ol~onn Road, the extension of City utilities over Orono bridge and the <br />
