Call Meetin~ To Order <br /> <br />Pursuant to due call and notice thereof, Vice Mayor Schuldt called the <br />meeting to order at 7:00 p.m. <br /> <br />2. <br /> <br />Consider 11/6/91 City Council Agenda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 11/6/91 CITY COUNCIL <br />AGENDA. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED <br />4-0. <br /> <br />3. <br /> <br />Countv State Aid Highway II Assessment Public Hearing <br /> <br />Terry Maurer, City Engineer, reviewed the project. He indicated that <br />the proj ect consists of sani tary sewer, water, street and storm sewer. <br />He stated that the assessment hearing is only for the sanitary sewer <br />improvement because the School District has waived their rights to <br />al'lh-~al Lhe remaining i mpr'ovp.ments. Tlw sHnl tary sewer is the only part <br />of the project that is being assessed to property owners other than the <br />School District. <br /> <br />Terry Maurer reviewed the estimated project cost. He indicated that <br />the estimated project cost comes to a total of $595,743.36, which <br />includes 28% overhead, administration, engineering and legal fees. <br />Terry Maurer indicated that the sewer improvement is being assessed at <br />a ['ate of $1,596 per acre and that there are a total of 198.80 acres in <br />the assessment area. He indicated that the City has received two <br />assessment appeals; one from Bill Brady and another from John Oliver. <br /> <br />Terry Maurer indicated that Mr. Oliver is objecting to the amount of <br />acreage stated on his assessment notice. He stated that Mr. Oliver's <br />computation shows that the parcel contains 5.42 acres, not 5.97 acres <br />which is stated by the City. He further indicated that the acreage <br />also includes a 66 foot easement and also that Mr. Oliver is objecting <br />being assessed for the gross acreage because 1.21 acres is to be used <br />for the roadway system constructed to access the school. Terry Maurer <br />recommended that the City Council consider reducing the total aDJOllnt of <br />acres for Mr. Oliver to 4.21 acres. <br />
