<br />e <br /> <br />would consist of 10,000 square feet. There was discussion on the <br />training room, line up room, and firearms range. Tom Zerwas, Chief of <br />Police, indicated that the officers are having problems getting the <br />space to do their firearms training. He also indicated that this is a <br />major area of liability to the City, therefore, the officers must be <br />properly trained. Sergeant Rolfe, who is the firearms training <br />instructor, indicated that they like to train quarterly at a minimum, <br />but would prefer training and certification monthly. Currently they <br />are using the St. Louis Park gun club for training. However, that <br />facility is becoming too restrictive and does not meet the needs of the <br />Police Department. <br /> <br />A similar City Hall Program Summary was distributed which assumes a <br />freestanding building and 45 employees. It was noted that a banquet <br />room capable of seating 400 people was included as was a catering <br />ki tchen. A building for the year 2003 would include approximately <br />20,099 square feet excluding the unfinished basement and a 1993 <br />building would include approximately 15,850 square feet. Zack went on <br />to indicate that as separate facilities, the building size in 1993 <br />would be 6,800 for the City Hall, approximately 10,000 for the Police <br />Station and 11,500 for meeting rooms for a total of 28,300 square <br />feet. Expansion space needed by the City Hall and Police Department <br />would be 4,500 square feet, which is considerably less than the 11,500 <br />square feet programmed for meeting rooms. <br /> <br />e <br /> <br />Mayor Tralle questioned what the estimated cost of building these <br />facilities would be. lack Johnson indicated that the bricks and mortar <br />cost of the Police Station would be approximately $75 per square foot; <br />the City Hall $65 per square foot and the meeting rooms $80 per square <br />foot. <br /> <br />Zack distributed a Development Cost Sheet which outlines numerous items <br />which will add to the cost of the facility. <br /> <br />A Preliminary Project Schedule was distributed which projected that <br />occupancy would not occur at least until 20 months after inception of <br />the project. <br /> <br />Duane Kropuenske questioned the possibility of the City purchasing and <br />renovating the County administration building. Zack indicated that he <br />is evaluating the County building and will rebort back to the Council <br />with his findings. <br /> <br />e <br /> <br />A Site Selection and Analysis packet was distributed which included the <br />site drawings of the following sites: Morrell and Houlton, Precision <br />Arts, E & 0 Tool, Gospodor, Old City Hall and the Downtown site. After <br />considerable discussion, the Council decided to eliminate the Precision <br />Arts and E & 0 Tool sites from further consideration. Zack will have <br />more detailed site information available for the Council at the next <br />worksession. In the meantime, the Conncil recommended pursuing the <br />Gospodor site including the purchase of Lot 3 which abuts the other <br />Gospodor parcels even though other parcels are also under consideration <br />for a city hall site and the final site has not been selected. <br />
