<br />e <br /> <br />e <br /> <br />e <br /> <br />MEETING OF THE ELK RIVER CITY COUNCIL WORKSESSION <br />HELD AT THE ELK RIVER CITY HALL <br />WEDNESDAY, MARCH 20, 1991 <br /> <br />Members Present: <br /> <br />Mayor Tralle, Councilmembers Schuldt, Holmgren, Dietz <br />and Kropuenske <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Tom Zerwas, Chief of <br />Police; Sergeant Tom Tyler; Sergeant Brad Rolfe; and <br />Lori Johnson, Finance Director <br /> <br />Also Present: <br /> <br />Zack Johnson and Kevin Conley, EOS Architecture <br /> <br />1. Call Meetin~ To Order <br /> <br />Pursuant to due call and notice thereof, the meeting was called to <br />order at 7:10 p.m. <br /> <br />2. <br /> <br />Consider 3/20/91 Worksession A~enda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 3/20/91 CITY COUNCIL <br />WORKSESSION AGENDA AS SUBMITTED. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />3. <br /> <br />Discussion <br /> <br />Mayor Tralle turned the meeting over to Zack Johnson who distributed a <br />proposed sub-agenda which contained questions which need to be answered <br />regarding the construction of a City Hall and Police Station. <br /> <br />There was general discussion regarding the accessibility and visibility <br />of the City Hall and Police Station. There was also discussion on <br />whether the Police Department and City Hall should be one building or <br />two. <br /> <br />Zack Johnson distributed staffing estimates which were developed by <br />City staff. The Council felt that the police staff seemed appropriate; <br />however, it was the consensus that the projection for City Hall was <br />conservative and that 50 employees was more realistic. <br /> <br />Mayor Tralle indicated that he would like to see vehicle registration <br />become a public activity as soon as the building construction is <br />complete. There was discussion regarding the Elk River Municipal <br />Utilities joining other City staff at the new City Hall. Both Duane <br />Kropuenske and Roger Holmgren felt strongly that the Utilities should <br />be in the same building within five years. <br /> <br />A Police Department Program Summary was distributed indicating that, <br />assuming a free standing building, the ultimate building for the year <br />2003 would contain 11,500 square feet and that a building for 1993 <br />
