City Council Minutes February 25, 1991 Page 3 e COUNCILMEMBER KROPUENSKE MOVED TO ADOPT ORDINANCE 91-4, AN ORDINANCE AMENDING SECTION 902, THE FLOODPLAIN MANAGEMENT ORDINANCE. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6.2.Planning Commission Update Stephen Rohlf, Building and Zoning Administrator, indicated that the Planning Commission has been discussing the regulation of cluster home developments and adult oriented land uses. He relayed the Planning Commissions thoughts on these two issues. 6.3. Easement VacatiQn Correction Iraj Ezati Janelle Szklarski stated that the Council previously granted an easement vacation for Iraj Ezati, however, there was a typographical error in the legal description at the time of recording. She indicated that a new resolution must be adopted and rerecorded with the correct legal description. COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-11, A RESOLUTION FOR VACATING A PORTION OF A DRAINAGE EASEMENT. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6.4. Qther e Stephen Rohlf indicated that the Elk River Landfill has invited the Ci ty Council and Planning Commission to tour the landfill facili ty. The Council concurred that they would tour the facility in the spring. 7.1. Librarv Board Annual Report Mick Stoffers presented the 1991 Library Annual Report to the City Council. Discussion took place regarding the need for an expansion to the library due to the limited space. The Council questioned the practical i ty of expanding when there is already a shortage in parking. It was suggested that the Library Board consider acquiring more property or to check into the parking needs and requirements prior to expanding. Discussion was also held regarding the funding of the expansion. The Council suggested that the Library Board seek contributions for the project. 7.2. Fire Departm~nt R~nQrt/R!Jss Ande.l'-B9n The Fire Department Report was not presented. 8.1. CAER Procla~ation e Vice Mayor Schuldt indicated that Elk River CAER is working together with Minnesota Food Share to raise money and food donations to stock food shelves in Minnesota during the month of March. Vice Mayor Schuldt signed a proclamation which will he gj ven to CAER proc laiming March as Minnesota Food Share Month.
