There being no one for <br />or against the matter, Vice Mayor Schuldt closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE A TRANSIENT MERCHANT LICENSE <br />FOR ROBERT MADLAND ALLOWING HIM TO SELL FLOWERS ON WEEKENDS AND <br />HOLIDAYS IN THE CITY OF ELK RIVER. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.2. Old City Hall Update <br /> <br />The City Administrator reviewed the memo from Phil Hals regarding the <br />demoli tion of Old City Hall. The City Council discussed the details <br />regarding the process and timetable for the demolition of the old city <br />hall. The City Administrator indicated that this project would receive <br />further discussion at an April or May Council meeting. <br /> <br />5.3. Pay Estimate #1. Rip Rap Project <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE PAY ESTIMATE #1 FOR THE RIP RAP <br />PROJECT ALONG THE MISSISSIPPI RIVERBANK TO VEIT AND COMPANY, INC. IN <br />THE AMOUNT OF $26,386.24. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.4. Resolution Approving Notice oJ Publication for OrdLIL8JJce_..]1-2 <br /> <br />e <br /> <br />Vice Mayor Schuldt indicated that the Council recently approved an <br />ordinance allowing a franchise agreement between Anoka and Elk River <br />electric utili ties. He indicated that because of the length of the <br />ordinance a summary would be published. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-10 A RESOLUTION <br />APPROVING NOTICE OF PUBLICATION OF ORDINANCE 91-2. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.5. Set Public Hearin~ate to AmeniLLIY_EllUb"LJ_l.l.!lfL-1 <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO SET APRIL 15, 1991, AS THE PUBLIC <br />HEARING DATE TO CONSIDER AMENDMENTS TO TIF PLANS #1 AND #3. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.1. Consider Floodplain Management Ordinance/Public Hearing <br /> <br />Janelle Szklarski I Zoning Assistant, indicated that the City's <br />Floodplain and Shoreland Ordinances must be amended as mandated by the <br />Federal Emergency Management Agency and the Minnesota Department of <br />Natural Resources. She indicated that the Zoning Department has <br />drafted an ordinance which reflects the necessary requirements by the <br />Federal Emergency Management Agency and the Minnesota Department of <br />Natural Resources. <br /> <br />e <br /> <br />Vice Mayor Schuldt opened the public hearing.
