S ack <br />CONSULTING <br />ENGINEERING TRAFFIC FORWARD <br />Technical Memorandum <br />To: Kent Roessler, Paxmar <br />From: Mike Spack, P.E., P.T.O.E. <br />Date: January 12, 2018 <br />Re: Miske Meadows Traffic C <br />The purpose of this memorandum is to compare the amount of traffic generated by the proposed <br />residential development on the Miske Property to the amount of traffic anticipated to be generated by <br />the site's development in the 2004 River Park Traffic Study. The site is located south of County Road 13 <br />(Twin Lakes Road) and west of County Road 40 (Davis Street) in Elk River, Minnesota. <br />Background <br />In 2004, Traffic Data Inc. completed a traffic study of the proposed development area which included 547 <br />Single Family Homes and 174 Townhomes. The current development plan is for the Miske property to be <br />developed with 462 Single Family Homes and 32 Townhomes. Also notable since 2004 is the construction <br />of Twin Lakes Elemntary School on the northern portion of the study site. <br />Conclusion <br />The reduction in proposed single and multi -family homes on the Miske property from the 2004 study has <br />decreased the estimated amount of site traffic both daily and in the PM peak hour. However, the AM peak <br />hour traffic shows an increase in traffic, which is largely due to the addition of the elementary school. The <br />most current AADT volumes show that the growth on Twin Lakes Road and Davis Street is less than the <br />2004 Study's projected volumes for the build conditions and are rather more in agreement with the no - <br />build scenario. Therefore, it is anticipated that the 2024 volume will be closer to the values presented in <br />the no -build scenario rather than the build. <br />Traffic Counts <br />The 2004 River Park Traffic Study included AADT (Annual Average Daily Traffic) volumes for the year 2004 <br />as well as projected AADT volumes of both the build and no -build conditions for the years of 2011 and <br />2024. Using MnDOT's Interactive Traffic Data Application, AADT volumes from the year 2014 were <br />obtained and compared to the previous volumes shown in the 2004 study. The results are in Table 1 <br />shown next to the volumes given in the 2004 River Park Traffic Study.
