Terry Maurer reviewed the storm drainage plan which <br />involves three stages: 1.) establish urban/rural storm drainage <br />policies; 2.) urban area storm drainage system design; 3.) establish <br />storm water utility fund. Terry Maurer indicated that the estimated <br />cost to complete the three stages is $19,500. The City Administrator <br />indicated that the master plan proposal could be funded through the <br />Capital Projects Fund. <br /> <br />Councilmember Dietz stated that he would prefer to proceed with step 1 <br />of the plan prior to authorizing stages 2 and 3. <br /> <br />COUNCILMEMBER DIETZ MOVED <br />MASTER PLAN CONSISTING <br />POLICIES AT A COST NOT <br />SECONDED THE MOTION. THE <br /> <br />TO AUTHORIZE STAGE 1 OF THE STORM WATER <br />OF ESTABLISHING THE URBAN/RURAL STORM DRAINAGE <br />TO EXCEED $1,500. COUNCILMEMBER HOLMGREN <br />MOTION CARRIED 5-0. <br /> <br />5.4. Elk Park West Development <br /> <br />Councilmember Schuldt requested an update from staff regarding the Elk <br />Park West Development. Steve Rohlf, Building and Zoning Administrator, <br />indicated that staff has received a revised site plan for the <br />development and that the City Engineer has been authorized by staff to <br />proceed with an updated traffic study based on the revised site plan. <br />He stated that following the results of the traffic study, the City <br />will proceed with an EAW. He further indicated that a public <br />informational meeting has been planned by the developers for January 7, <br />1993. <br /> <br />Peter Beck, City Attorney, informed the Council that the developers <br />have requested information regarding bonding requirements for public <br />utilities for a project of this type and size. He indicated that staff <br />is researching this issue. <br /> <br />6.1. Purchase of Patrol Car Surveillance System <br /> <br />Police Chief <br />surveillance <br />received two <br />authorize the <br /> <br />Zerwas requested authorization to purchase one <br />system which is a 1993 budgeted item. <br />quotes for the system and requested that <br />purchase from Kustom Signals in the amount of <br /> <br />VCR camera <br />He stated he <br />the Council <br />$4,820. <br /> <br />COUNCILMEMBER KROPUENSKE <br />SURVEILLANCE SYSTEM FOR THE <br />SIGNALS IN THE AMOUNT OF <br />MOTION. THE MOTION CARRIED <br /> <br />MOVED TO APPROVE THE PURCHASE OF A VCR CAMERA <br />ELK RIVER POLICE DEPARTMENT FROM KUSTOM <br />$4,820. COUNCILMEMBER HOLMGREN SECONDED THE <br />5-0. <br /> <br />6.2. Purchase of Liquor Store Shelving <br /> <br />The City Administrator stated that <br />received quotes for store shelving <br />requesting authorization to purchase <br />Company in the amount of $8,057. <br /> <br />the Liquor Store Manager has <br />at Northbound Liquor Store and is <br />the shelving from AA Equipment <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE PURCHASE OF SHELVING <br />FOR NORTHBOUND LIQUOR STORE FROM AA EQUIPMENT COMPANY IN THE AMOUNT OF <br />
