Previous attempts to <br />purchase the vehicle that will be financed with 1993 Equipment <br />Certificates have been unsuccessful. The City Administrator requested <br />that the Council grant permission to the Street Superintendent to <br />purchase a vehicle with the 1993 Equipment Certificates so that the <br />Street Superintendent does not need to request City Council permission <br />each time he considers purchasing this vehicle for 1993. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE PURCHASE OF A VEHICLE FOR <br />THE STREET DEPARTMENT WITH FUNDS FROM THE 1993 EQUIPMENT CERTIFICATES. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Administrator indicated that he has been requested by the <br />Street Department employees to consider some type of premium pay for <br />snow plowing during non-regular hours. He indicated that Sherburne <br />County has a plan which employees receive a bonus pay if they are <br />called out to snow plow before 7:30 a.m. After discussion by the <br />Council it was the consensus that it would be appropriate for the City <br />of Elk River to follow the County's policy. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO INCORPORATE THE COUNTY'S BONUS PAY <br />POLICY INTO THE CITY OF ELK RIVER'S SNOW PLOWING POLICY. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Pat Klaers, City Administrator, indicated that the Street Department <br />has recently created a new laborer's position. He further stated that <br />this laborer will be one of the snow plow operators and requested that <br />the Council consider paying the laborer an "out of classification" rate <br />while operating the snow plow. <br /> <br />Councilmember Schuldt indicated that when the individual was hired, it <br />was noted that snow plowing would be one of the duties required. Mayor <br />Tralle stated he felt it would be appropriate to pay the individual an <br />out of classification pay during snow plowing operations. <br /> <br />Councilmember Dietz indicated that he concurred with Councilmember <br />Schuldt in that the employee was aware that snow plowing would be part <br />of the position. <br /> <br />Councilmember Holmgren indicated that this could become a more complex <br />issue than just out of classification pay for one position. He <br />suggested that more thought be given to the issue as to how it would <br />affect other departments and employees in the City prior to making a <br />decision. <br />
