He indicated <br />that the City's support is important to the organization. Jane <br />Thompson provided the Council with the local sources of funding from <br />10/1/89 to 11/23/92. She indicated that the Arts Council deducted the <br />rent donation from the Elk River Community Theater from the funds that <br />have been raised leaving a total of $27,281.70. She stated these funds <br />have been raised since 10/1/89 and stated that they are short about <br />$2,700 to match the City's total donation of $30,000 during the last <br />three years. Dr. Flannery stated that the Arts Council is very <br />confident that in the next several months the entire $30,000 will be <br />raised to match the City's contribution. <br /> <br />Cliff Lundberg indicated that he did not understand <br />rationale for disallowing the rent donation from <br />Community Theater as a source of funding. The Council <br />payment of rental fees did not correspond to its <br />donations. <br /> <br />the Council's <br />the Elk River <br />indicated that <br />definition of <br /> <br />Dr. Flannery requested that the Council release the $10,000 which has <br />been allocated for 1992 with the understanding that additional funds <br />will be raised by the Arts Council. <br /> <br />COUNCILMEMBER DIETZ MOVED TO RELEASE $10,000 TO THE ARTS COUNCIL AND <br />THAT THE $5,000 PROMISED FOR 1993 NOT BE RELEASED UNTIL THE ARTS <br />COUNCIL HAS MATCHED THE $5,000 PLUS THE $2,700 WHICH THEY ARE SHORT FOR <br />1992. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />6. <br /> <br />Emergency Preparedness Plan/Fire Chief Russ Anderson <br /> <br />Fire Chief, Russ Anderson, presented the City Council with the <br />Emergency Preparedness Plan for the City of Elk River. He reviewed the <br />role and the function of the City Council in event of an emergency. <br /> <br />Discussion was held regarding <br />Elk River would assist in <br />that meetings be held between <br />of action which could include <br /> <br />the City of Otsego and how the City of <br />an emergency situation. He noted that other than a sixth plow route <br />being added, no other major changes have taken place in the last couple <br />of years. Phil also reviewed the policies on damage to sod, mail <br />boxes, and sprinkler systems. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 92-112, A RESOLUTION <br />APPROVING THE 1992-93 CITY OF ELK RIVER SNOW AND ICE CONTROL POLICY AS <br />
