Consider 9/28/92 City Council Minutes Executive Session <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 9/28/92 EXECUTIVE SESSION <br />CITY COUNCIL MINUTES. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0-1. Mayor Tralle abstained due to his absence at the <br />9/28/92 meeting. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5.1. Recreation Program Update <br /> <br />Jeff Asfahl, representing the District 728 area recreation program, <br />gave a brief overview to the Council of the first six months of the <br />programs existence. He reviewed with the Council the summer programs <br />that took place and the fall programs that are in progress. <br /> <br />Councilmember and Recreation Board member Holmgren thanked Jeff Asfahl <br />for his service and indicated that the program is moving forward nicely. <br /> <br />5.2. Consider Support to Locate a Farmer's Market in Elk River <br /> <br />Bill and Kathy Kennedy of 10205 201st Avenue NW were present. Bill <br />Kennedy indicated that he is requesting the Council's support to locate <br />a Farmer's Market within the City of Elk River. Bill Kennedy explained <br />that Bill Rubin has listed all the details and concerns relating to the <br />Farmer's Market in his letter to the Mayor and City Council dated <br />September 29, 1992. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO SUPPORT THE CONCEPT OF A FARMER'S <br />MARKET TO BE LOCATED WITHIN THE CITY LIMITS OF ELK RIVER. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. Consider Reapportionment of 1981 Sewer Interceptor Assessment <br /> <br />Lori Johnson explained that property owned by Dale and Linda Specht has <br />been platted into Hillside Estates First Addition. She stated that <br />there was an outstanding special assessment against the property for <br />the 1981 sanitary sewer interceptor improvement and according to state <br />law, when property is subdivided with an outstanding special <br />assessment, the City Council must approve the reapportionment of the <br />remaining assessment. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE REAPPORTIONMENT OF THE 1981 <br />SANITARY SEWER INTERCEPTOR ASSESSMENT ON PARCEL 75-127-1400. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.4. Consider Resolution Adopting Orono Cemetery Assessment <br /> <br />Lori Johnson informed the Council that the Orono Cemetery Association <br />has requested the City to complete improvements to Boston Street from <br />Orono Road to the Cemetery boundary. She stated that Jim Nystrom, <br />President of Orono Cemetery Association, has signed a waiver with the <br />
